大连县域经济科学发展问题研究

【摘要】：本文依据科学发展观和县域经济理论，论证了县域经济科学发展的必要性。县域经济科学发展水平的衡量与评价需要通过科学的评价指标体系来完成。本文遵循科学性、可行性、完整性等原则，同时在借鉴国内学者研究成果基础上，，构建了一套涵盖经济、民生、环境资源三个方面的县域经济科学发展水平评价指标体系。在此基础上，依据大连县域发展特点，运用县域经济科学发展水平评价指标体系，结合大连县域经济社会发展统计数据调查，并运用层次分析法从经济发展、民生改善、环境及资源保护等方面对大连县域的科学发展的程度和水平进行了评价，找出了大连县域科学发展的薄弱环节，提出了促进大连县域经济科学发展的对策和建议，为大连县域经济科学发展提供科学依据。为此，本文总体分为六个大部分。第一部分是绪论,主要阐述本文研究的目的性和意义，对国内外已有研究文献进行综述、阐述本文研究思路、研究内容与研究方法。第二部分是本文研究的理论基础。主要研究了县域经济科学发展的基本概念和基本理论。第三部分对县域经济科学发展评价指标体系和评价方法进行了研究。包括指标体系的功能、构建原则,评价方法和评价体系。第四部分在上述研究基础上，从经济、民生、资源环境等方面对大连县域经济科学发展水平进行统计描述和定性分析。第五部分应用在第三部分构建的评价指标体系和层次分析法，对2009年至2011年大连“三市一县”科学发展水平进行具体的分析与评价。第六部分针对大连县域经济科学发展的评价结果,提出针对性的政策建议,旨在促进大连县域经济的科学发展。
[Abstract]:Based on the concept of scientific development and the theory of county economy, this paper demonstrates the necessity of scientific development of county economy. The measurement and evaluation of the scientific development level of county economy need to be completed by scientific evaluation index system. This paper follows the principles of science, feasibility, integrity and so on. At the same time, based on the research results of domestic scholars, this paper constructs an evaluation index system of the scientific development level of county economy covering three aspects: economy, people's livelihood and environmental resources. On this basis, according to the characteristics of the county development in Dalian, using the evaluation index system of the level of scientific development of the county economy, combining with the statistical data investigation of the economic and social development of the county in Dalian, and applying the analytic hierarchy process to improve the economic development and people's livelihood, This paper evaluates the degree and level of scientific development in Dalian county from the aspects of environment and resource protection, finds out the weak links of scientific development in Dalian county, and puts forward some countermeasures and suggestions to promote the scientific development of economy in Dalian county. To provide scientific basis for the scientific development of Dalian county economy. Therefore, this paper is divided into six parts. The first part is the introduction, mainly expounds the purpose and significance of this study, summarizes the existing research literature at home and abroad, expounds the research ideas, research contents and research methods. The second part is the theoretical basis of this study. This paper mainly studies the basic concept and theory of the development of county economy science. The third part studies the evaluation index system and evaluation method of county economy scientific development. Including the function of index system, construction principle, evaluation method and evaluation system. The fourth part, on the basis of the above research, makes a statistical description and qualitative analysis on the scientific development level of Dalian county economy from the aspects of economy, people's livelihood, resources and environment. The fifth part applies the evaluation index system and analytic hierarchy process constructed in the third part to analyze and evaluate the scientific development level of "three cities and one county" in Dalian from 2009 to 2011. In the sixth part, according to the evaluation results of the scientific development of Dalian county economy, some policy suggestions are put forward to promote the scientific development of Dalian county economy.
