特色园区与阜阳煤基产业经济发展研究

【摘要】：现阶段人们通过特有集中方法形成的产业集聚,进而以其拥有的国内国际竞争优势引领行业市场。这为发展经济、增强区域乃至国家竞争优势提供了一种全新思路。随着中国经济发展和工业化进程深化,国内及全球市场中多种经济成分的竞争日趋激烈；经过加入世贸组织后数十年的探索实践,全球化合作与竞争机制已经初步建立,加速产业集聚的重要性和迫切要求更加突出。如今,传统工业革命以来的以高开采、低利用、高排放为特征的经济发展方式已逐渐被未来发展学派以物质闭环流动为特征的循环经济发展模式所替代。它符合可持续发展理念,它抓住了当前我国快速工业化阶段生产力发展的客观要求。中国经济开发区的发展与中国经济增长一样方兴未艾。随着全球经济逐步复苏,中国经济开发园区也又一次迎来了难得的发展机遇期。同时由于历史和发展规律的原因,中国开发区也处于重要的结构调整和产业升级转型时期。机遇与挑战并存,发展与调整同在,发展仍是主旋律,调整将贯穿于整个发展过程。中国开发区只有通过积极调整转型,才能实现产业结构、产品结构、产业布局的优化,实现产业管理能力、法制化、市场化和国际化经营水平的提升,实现中国开发区经济可持续发展。煤炭是我国的主要化工能源,也是许多重要化工品的主要原料。煤炭焦化、煤气化、合成氨、化肥已成为我国占主要地位并得到持续快速发展的煤基产业。随着煤制油、甲醇制烯烃,煤电一体化、IGCC多联产系统等技术进一步发展,大力发展煤基经济及产业园区对发挥煤炭资源优势,保障能源安全,满足市场需求,促进经济的可持续发展,具有现实和长远的意义。本文通过运用循环经济学、清洁生产理论、生态工业学、嵌入式直接投资理论、可持续发展理论等多学科对全国煤基产业竞争格局进行分析,提出了建立有特色的阜阳煤基产业集聚区的布局框架。通过对全国、安徽、阜阳煤基产业尤其是煤化工产业的层次分析,演绎和推理出现阶段煤基产业的发展态势与发展方向。从而科学制定出阜阳煤基产业经济发展规划。通过对阜阳煤基产业经济的SWOT分析,明确指出了阜阳煤基产业下一步重点发展方向,并制作出了阜阳煤基产业及主产品耦合链图。通过对比分析阜阳与外阜的资源禀赋条件及阜阳地处中原开发区、皖北重点开发区、国家扶贫区等优惠政策叠加优势尤其是后发展区位优势,提出阜阳煤基产业园区发展应首先聚集全市范围内煤基企业标准化入园；并积极服务好昊源化工集团、晋煤集团等煤基龙头企业榜样性入园。通过对中国经济现状及阜阳煤基产业发展的定性分析,建立阜阳煤基产业园区的钻石模型对阜阳煤基产业经济行业及全球竞争力进行针对性分析,更加清晰、直观的掌握了产业园区的主动竞争态势,更准确的指导规划阜阳煤基产业园区的主导产业布局及循环产业链建立,更有效地指导阜阳煤基产业园区的建设实践。提出煤基园区开发与新型城镇建设同步,开发性融资与园区建设同行的政府与企业耦合式合作模式,有效地解决了地方政府园区开发性资金短缺的发展障碍和产业园区运行管理效率问题。提出园中园经营模式,在基础设施和基本要素统一规划、资源共享的前提下,充分发挥大型央企项目融资与招商渠道优势,引进台塑集团等全球著名企业,牵领台湾产业园、医疗耗材产业园、国际物流园等,从子园区顶层设计开始就引进全球最先进规划理念和经营制度,有效分散经营风险,发挥全球500强企业的市场辐射与产业带动作用。

It is in accordance with the concept of sustainable development, and it has grasped the objective requirement of the development of the productivity of the rapid industrialization in our country.
