基于节能减排的河北省产业结构优化研究

【摘要】：随着世界能源的日益枯竭和生态环境的不断恶化，世界各国对于可持续发展的关注度日益提高。而我国由于经济的持续高速发展，自上世纪九十年代初，能源消费总量就已经超过了能源生产总量，人均能源占有量低，加之经济增长方式粗放，技术水平有限等，这些已严重威胁到我国的经济发展。中国政府对于节能减排工作非常重视，明确指出要控制能源消费总量，加强节能降耗，显著减少主要污染物排放总量。河北省紧邻北京天津，交通便利，自古为农业大省。近年来工业已发展成为其主导产业，能源主要以煤炭为主，这种不合理的能源结构导致了环境污染加剧，故进行产业结构优化调整，走绿色环保、节能降耗之路势在必行。产业结构优化是实现经济发展、资源利用、环境控制三者协调发展的重要途径，调整产业间的布局和产业内布局有利于河北省节能减排目标的实现。本文基于河北省具体数据，参阅大量文献，将产业结构优化与节能减排的相关理论相结合，对其产业结构、能源消耗、环境污染的情况进行了分析。可以看出河北省的第二产业比重过大，能源结构严重依赖于煤炭，同时高耗能行业是其经济发展的支柱等不合理之处。然后运用数据包络分析的方法，，实证分析了38个行业，计算了全要素能源效率、规模效率、节能潜力、劳动力及资本调整量等，给出了调整的方向。最后在河北省现状及数据分析的基础上，提出了有利于节能减排的产业结构优化建议。
[Abstract]:With the increasing depletion of the world energy and the deterioration of the ecological environment, the attention of the world to sustainable development is increasing day by day. As a result of the sustained and high-speed economic development in China, since the beginning of the 1990s, the total energy consumption has exceeded the total energy production, the per capita share of energy is low, coupled with extensive economic growth, limited technical level, and so on. These have seriously threatened the economic development of our country. The Chinese government attaches great importance to the work of energy conservation and emission reduction. It clearly points out that energy consumption should be controlled, energy conservation and consumption reduction should be strengthened, and the total emission of major pollutants should be significantly reduced. Hebei Province is close to Beijing, Tianjin, convenient transportation, since ancient times as a major agricultural province. In recent years, industry has developed into its leading industry, energy is mainly coal, this unreasonable energy structure has led to the aggravation of environmental pollution, so it is imperative to optimize the industrial structure, go green and environmental protection, save energy and reduce consumption. The optimization of industrial structure is an important way to realize the coordinated development of economic development, resource utilization and environmental control. The adjustment of industrial distribution and intra-industry layout is conducive to the realization of energy conservation and emission reduction objectives in Hebei Province. Based on the specific data of Hebei Province and referring to a large number of documents, this paper analyzes the industrial structure, energy consumption and environmental pollution by combining the optimization of industrial structure with the related theories of energy conservation and emission reduction. It can be seen that the proportion of the secondary industry in Hebei Province is too large, the energy structure is heavily dependent on coal, and the high energy consumption industry is the pillar of its economic development. Then, by using the method of data envelopment analysis, 38 industries are empirically analyzed, and the energy efficiency, scale efficiency, energy saving potential, labor force and capital adjustment are calculated, and the direction of adjustment is given. Finally, on the basis of the present situation and data analysis of Hebei Province, some suggestions are put forward to optimize the industrial structure in favor of energy saving and emission reduction.
