景宁畲族自治县县域经济发展研究

【摘要】：县域经济是以县级行政区划为地理空间,以县级政权为调控主体,以市场为导向,优化资源配置,具有地域特征和功能建全的区域经济。县域经济又是一个“中观性”区域经济范畴,在城市经济和乡村经济之间起着承上启下的作用。发展县域经济是解决“三农问题”、统筹城乡发展以及加快建设小康社会的主要途径。自从改革开放以来,县域经济作为社会主义市场经济的一部分,其发展对国民经济起着越来越大的作用。景宁畲族自治县作为我国华东地区唯一的少数民族自治县,境内风景秀丽,畲族文化底蕴浓厚,是绝佳的休闲旅游胜地。经过三十多年的发展,景宁畲族自治县经济实现前所未有的进步。但是与浙江省发达地区经济发展相比,差距依然巨大。本文分析了景宁畲族自治县经济发展的优点和缺点,从而找出制约其经济发展的问题所在,并且提出解决的对策,这样可以对景宁畲族自治县的经济发展提供一些有建设意义的对策。作者通过研究发现景宁县存在着市场观念不强、地处山区交通不便、人口外迁化,老龄化严重、城乡布局不合理导致中心城镇辐射能力弱、环保压力大以及经济发展没有发挥特色产业优势等问题。然后,通过分析找出制约景宁县经济发展的四个因素：民族传统习俗制约经济发展、地方政府“内聚外迁”战略实施不力、特色产业缺乏“触鱼效应”、人力素质不高是企业发展和农民增收瓶颈。最后,结合景宁县经济发展的问题所在和制约因素,提出六点解决对策：实行“引进来”战略转变市场观念、改善基础设施统筹城乡发展、引进义乌小商品加工产业链、加快发展特色产业、提高人力资源素质、保护生态环境提高居民幸福指数。
[Abstract]:County economy is a regional economy which takes county-level administrative division as geographical space, county-level political power as the main body of control, market-oriented, optimizes the allocation of resources, and has regional characteristics and functions. County economy is also a "moderate" regional economic category, which plays a connecting role between urban economy and rural economy. The development of county economy is the main way to solve the "three rural problems", to coordinate the development of urban and rural areas and to speed up the construction of a well-off society. Since the reform and opening up, the county economy as a part of the socialist market economy, its development plays an increasingly important role in the national economy. Jingning she Autonomous County, as the only minority autonomous county in East China, has beautiful scenery and rich cultural background. It is an excellent resort for leisure and tourism. After more than 30 years of development, Jingning she Autonomous County has achieved unprecedented economic progress. However, compared with the economic development of developed areas in Zhejiang Province, the gap is still huge. This paper analyzes the advantages and disadvantages of the economic development of Jingning she Autonomous County, and finds out the problems that restrict its economic development, and puts forward the countermeasures to solve the problems. This can provide some constructive countermeasures for the economic development of Jingning she Autonomous County. Through the research, the author found that Jingning County had weak market concept, inconvenient transportation in mountainous area, population emigration, serious aging, unreasonable distribution of urban and rural areas, resulting in weak radiation capacity of central cities and towns. Environmental pressure and economic development has not given play to the advantages of characteristic industries and other issues. Then, through the analysis, four factors restricting the economic development of Jingning County are found: the traditional national customs restrict the economic development, the local government's strategy of "gathering and emigration" is not effective, and the characteristic industries lack the "fish contact effect". The low quality of manpower is the bottleneck of the development of enterprises and the increase of farmers' income. Finally, combining with the problems and restrictive factors of the economic development in Jingning County, this paper puts forward six countermeasures: to implement the "bring in" strategy to change the concept of the market, to improve the overall development of infrastructure in urban and rural areas, and to introduce the Yiwu small commodity processing industry chain. Speed up the development of characteristic industries, improve the quality of human resources, protect the ecological environment to improve residents' happiness index.
