渤海新区适应新常态发展增长极的路径探析

【摘要】：要科学理解中国经济新常态,积极适应新常态。新常态给渤海新区发展增长极带来了一定的压力,如经济下行使渤海新区发展增长极速度趋缓;生产要素价格上涨使渤海新区企业利润空间缩小,影响到企业的科技投入;经济下行制约了渤海新区市场主体规模的扩大等。但京津冀一体化协同发展、"一带一路"、河北省和沧州市的大力支持,也为渤海新区发展增长极提供了难得的机遇。渤海新区积极适应新常态、抓住机遇发展增长极的路径主要有:创新招商引资推介方式,做到快、准、专、稳;提高服务效能,加快项目落实进程;创新黄骅港口建设和管理思路,把黄骅港这一龙头做大做强等。
[Abstract]:We should scientifically understand the new normal of China's economy and actively adapt to the new normal. The new normal has brought certain pressure to the development and growth pole of Bohai New area, such as slowing down the development and growth speed of Bohai New area under the economy, narrowing the profit space of enterprises in Bohai New area due to the rise of production factor price, affecting the scientific and technological investment of enterprises, and restricting the expansion of the market main body scale of Bohai New area under the economic downturn. However, the coordinated development of Beijing-Tianjin-Hebei integration and the strong support of "Belt and Road Initiative", Hebei Province and Cangzhou City also provide a rare opportunity for the development and growth of Bohai New area. The main paths for Bohai New area to actively adapt to the new normal and seize the opportunity to develop and grow are as follows: innovating the way of attracting investment, achieving fast, accurate, specialized and stable; improving service efficiency and speeding up the process of project implementation; innovating the construction and management ideas of Huanghua Port, making Huanghua Port a leader.
