文化创意产业发展对江苏省产业结构优化影响研究

【摘要】:2011年3月16日,《国民经济和社会发展第十二个五年规划纲要》提出“深化文化体制改革,推动文化产业成为国民经济支柱性产业”。2012年2月28日,文化部发布《文化部“十二五”时期文化产业倍增计划》,提出“十二五”期间文化产业增加值年平均增速高于20%,2015年比2010年至少翻一番。然而,当前对于文化创意产业的理论研究落后于政策实践,现有研究主要集中于文化创意产业的概念和内涵,本文从产业结构优化的视角入手,全面而深入地研究了文化创意产业发展对产业结构优化的影响。 本文首先界定了文化创意产业的概念,即以精神文化产品的生产为中心,以创意要素的投入为核心增长手段,通过知识产权的开发和应用,增加就业和创造财富的一系列经济活动的集合。然后提出了文化创意产业的五大经济特性:高渗透性、高附加值性、规模报酬递增、正外部性、长尾效应,并阐述了文化创意产业的价值创造过程、文化创意产业的产业关联结构。在此基础上,提出了文化创意产业促进产业结构优化的路径,包括四种方式:文化创意产业发展本身可以直接促进产业结构优化(高级化);通过产业关联结构实现产业结构的合理化;通过产业融合提高传统产业的附加值;通过知识溢出效应(正外部性)提高了整个社会的知识水平,从而提升产业的知识技术密集度,间接促进产业结构优化。 本文研究结论:1.通过投入产出法分析得出,江苏省文化创意产业与通信设备、计算机及其他电子设备制造业等技术密集型产业的产业关联度较高,因此,江苏省文化创意产业发展会促进制造业的产业结构优化。2.通过灰色关联法分析可知,江苏省文化创意产业与第二产业的灰色关联度最高(0.92390)、第三产业次之(0.91980)、第一产业最低(0.76804),因此,文化创意产业的发展一方面能够显著促进江苏省产业结构向着以第二产业和第三产业为主体的理想状况演进;另一方面,文化创意产业可以通过自身的渗透作用,改善传统三次产业的内部构成,促进三次产业内部结构的高级化。3.通过江苏省1997-2011年时间序列数据的协整分析可知:根据平稳性检验,文化创意产业增加值CI和产业结构优化水平H是二阶单整的;根据协整检验,江苏省文化创意产业增加值CI和产业结构优化水平H两者之间存在长期稳定的均衡关系,文化创意产业增加值对产业结构优化水平的长期弹性为0.35,表明从长期看,文化创意产业发展对江苏省产业结构优化具有显著的正向影响作用。 依据文化创意产业发展对产业结构优化影响的理论分析及实证分析结果,本文提出若干政策建议:优先发展文化创意产业,促进产业结构优化;加快文化创意产业与传统产业的融合,推动产业结构升级;倡导社会创新精神,营造社会创意环境;完善知识产权保护制度,保障文化创意产业健康发展。
[Abstract]:On March 16, 2011, the outline of the 12th five-year Plan for National Economic and Social Development put forward "deepening the reform of the cultural system and promoting the cultural industry to become a pillar industry of the national economy." on February 28, 2012, the Ministry of Culture issued the Cultural Industry multiplier Plan for the 12th five-year Plan period, which proposed that the average annual growth rate of the added value of the cultural industry during the 12th five-year Plan period was more than 20 percent, and at least doubled in 2015 compared with 2010. However, the current theoretical research on cultural and creative industries lags behind the policy practice, and the existing research mainly focuses on the concept and connotation of cultural and creative industries. From the perspective of industrial structure optimization, this paper comprehensively and deeply studies the impact of the development of cultural and creative industries on the optimization of industrial structure. This paper first defines the concept of cultural and creative industry, that is, taking the production of spiritual and cultural products as the center, the investment of creative elements as the core means of growth, and through the development and application of intellectual property rights, a series of economic activities to increase employment and create wealth. Then it puts forward five economic characteristics of cultural and creative industry: high permeability, high additional value, increasing reward of scale, positive externality and long tail effect, and expounds the process of value creation of cultural and creative industry and the industrial related structure of cultural and creative industry. On this basis, this paper puts forward the ways for cultural and creative industries to promote the optimization of industrial structure, including four ways: the development of cultural and creative industries can directly promote the optimization of industrial structure (advanced), the rationalization of industrial structure through industrial related structure, the enhancement of the added value of traditional industries through industrial integration, and the improvement of the added value of traditional industries through industrial integration. Through the knowledge spillover effect (positive externality), the knowledge level of the whole society is improved, so as to enhance the knowledge and technology intensity of the industry and indirectly promote the optimization of the industrial structure. The conclusion of this paper is as follows: 1. Through the analysis of input-output method, it is concluded that the cultural and creative industries in Jiangsu Province have a high industrial correlation with technology-intensive industries such as communication equipment, computer and other electronic equipment manufacturing industries. Therefore, the development of cultural and creative industries in Jiangsu Province will promote the optimization of the industrial structure of the manufacturing industry. Through the analysis of grey correlation method, it can be seen that the grey correlation degree between cultural and creative industry and secondary industry in Jiangsu Province is the highest (0.92390), the tertiary industry is the second (0.91980), and the primary industry is the lowest (0.76804). Therefore, on the one hand, the development of cultural and creative industries can significantly promote the evolution of Jiangsu's industrial structure to the ideal situation with the secondary industry and the tertiary industry as the main body. On the other hand, cultural and creative industries can improve the internal composition of the traditional three industries and promote the upgrading of the internal structure of the three industries through their own infiltration. Through the cointegration analysis of the time series data of Jiangsu Province in 1997 / 2011, it can be seen that according to the stationarity test, the added value of cultural and creative industries CI and the optimization level of industrial structure H are second-order simple integration; According to the co-integration test, there is a long-term and stable equilibrium relationship between the added value of cultural and creative industries in Jiangsu Province and the level of industrial structure optimization H, and the long-term elasticity of the added value of cultural and creative industries to the optimization level of industrial structure is 0.35, which indicates that the development of cultural and creative industries has a significant positive impact on the optimization of industrial structure in Jiangsu Province in the long run. According to the theoretical analysis and empirical analysis results of the influence of the development of cultural and creative industries on the optimization of industrial structure, this paper puts forward some policy suggestions: giving priority to the development of cultural and creative industries and promoting the optimization of industrial structure; speeding up the integration of cultural and creative industries and promoting the upgrading of industrial structure; advocating the spirit of social innovation and creating social creative environment; perfecting the intellectual property protection system to ensure the healthy development of cultural and creative industries.
