【摘要】：空箱调运需求产生的根本原因在于货源流向的动态变化与不均衡。近年来,随着上海自贸区洋山深水港吞吐量的逐年快速上升,从港口将集装箱空箱调运至货物集散地的需求日渐旺盛,形成了回程车"飞单"交易摊点,对当地交通秩序与环境卫生造成了十分不利的影响,给洋山保税港区的区域投资环境与对外社会形象造成了负面效应。上海自贸区高度重视集装箱空箱调运"飞单"交易整治工作,整治方式亦逐步从单纯的现场驱赶转变为以网上交易为主。目前,洋山保税港区通过建立空箱调运交易平台治理"飞单"取得了有效进展,但日常整治机制尚未建立,疏导"飞单"的物理场所尚未落地,"飞单"交易灰色利益链有待破局,后续阶段仍需加大整治力度。为更好地推动"飞单"交易治理取得实质成效,一要加强机制建设,搭建日常工作机制,成立综合治理专项工作领导小组;二要加强业界引导,召开专题工作会议,引导业界逐步取缔"飞单";三要加快集散中心建设,推动集卡集散中心规划建设尽快落地;四要加大资金投入,加强对集装箱空箱调运交易平台的支持。
[Abstract]:The basic reason of empty container transportation demand lies in the dynamic change and imbalance of the flow of goods. In recent years, with the rapid increase of throughput of Yangshan Deep Water Port in Shanghai Free Trade area. The demand for transferring empty containers from the port to the cargo distribution center is becoming more and more vigorous, which forms the "flying order" trading point of the return vehicle, which has a very negative impact on the local traffic order and environmental hygiene. It has a negative effect on the regional investment environment and the external social image of Yangshan bonded Port area. The Shanghai Free Trade Zone attaches great importance to the "flying order" transaction of empty container transportation. At present, the Yangshan bonded port area has made effective progress by establishing an empty box dispatching and trading platform to manage the "flying order". However, the daily regulation mechanism has not been established, the physical site of "flying order" has not yet landed, and the grey interest chain of "flying order" transaction has yet to be broken. In order to better promote the "Flying order" transaction governance, we should strengthen the construction of mechanism, set up the daily working mechanism, and set up the leading group for comprehensive management. Second, we should strengthen industry guidance, convene special working meetings, and guide the industry to gradually ban "flying orders"; Third, we should speed up the construction of the distribution center, and promote the planning and construction of the card center to land as soon as possible; Fourth, increase capital investment, strengthen the empty container transfer trading platform support.
