河北省公路工程等级试验检测机构现状与发展研究

【摘要】：自2005年交通部颁布实施《公路水运工程试验检测管理办法》,历经10年,河北省公路工程等级试验检测机构蓬勃发展。截至2013年底,河北省有各类公路工程等级试验检测机构127家,在全国排名第四。本文通过对这些检测机构的调研,参照全国,特别是邻近省份公路工程等级试验检测机构的发展现状,认为河北省公路工程等级试验检测机构在地理分布上不平衡,各综合类等级机构数量上呈“金字塔”型,机构人员组成比较混乱且人员素质参差不齐,整体运营不甚理想。分析指出检测机构存在闲置率偏高、政企不分、市场化程度低、投入不足、仪器设备缺少自校标准、人员流动性大,工地试验室独立性差、第三方检测发展缓慢、监管手段有限等问题,不能很好的发挥其为公路建设事业服务的功能。并对现状进行评价,指出河北省公路检测市场已进入洗牌阶段,管理部门要适时而动,修改完善相关制度,推进政企分离,加强动态监管,促进检测机构专业化和检测市场良性发展;检测机构则应主动应战,从人、财、物各方面增加投入,提高检测水平,创造检测品牌,积极参与机构整合,寻求可持续发展之路。同时结合我国经济发展形式,提出促进工程检测法制化建设、建立更加完善的工程检测责任制、推广实施第三方检测、成立行业协会,实现机构自我管理自我发展等试验检测机构发展趋势,对公路试验检测行业的发展进行了展望。

And to evaluate the current situation, pointed out that the Hebei province highway inspection market has entered the stage of shuffling, management departments should timely action, revise and improve relevant systems, promote the separation between government and enterprises, strengthen the dynamic supervision, and promote the healthy development of professional testing organizations and testing market; testing agencies should take the initiative to fight, from the person, property, the increase in investment, improve the level of detection, detection of creating brand, and actively participate in the integration, to seek the road of sustainable development. At the same time, with the economic development in China, put forward to promote the construction of the project detection of the legal system, establish a responsibility system for detection of more perfect engineering, to promote the implementation of the third party inspection, the establishment of industry associations, institutions realize self management self development test institution development trend The development of highway testing and testing industry is prospected.
