【摘要】：贵港市区位优势十分明显。交通十分便利,随着经济的发展,大量货运输车辆从事非法超限运输,道路交通安全隐患越来越多,公路桥梁涵洞被破坏的越来越多,严重干扰交通运输市场的正常秩序,从而影响了贵港市的经济社会发展。2004年,贵港市启动超限运输治理工作,并取得了一定的成果。但是,由于治理手段单一,治理成果比较脆弱,稍一放松,就会反弹。因此,创新治理手段,建立长效治理机制就十分有必要。首先,本文对超限运输进行了界定,并就非法超限运输所造成的危害进行了分析。其次,对贵港市超限运输的治理历程、治理中存在的问题和贵港治超工作面临的新形势进行了深入的探讨,认为治超效果达不到预期目标的重要原因是:治超手段过于单一,经费不足。再次,经论证认为,创新治超管理手段,是解决治超手段单一的重要途径,并对创新管理手段列为项目预算的可行性进行了论证。最后,本文的主要结论是,在治超工作中,做好部门预算管理,对实现治超工作管理目标,具有非常重要的作用。
[Abstract]:Guigang city location advantage is very obvious. Traffic is very convenient, with the development of economy, a large number of cargo transport vehicles engaged in illegal transportation, road traffic safety risks are more and more. More and more highway and bridge culverts are damaged, which seriously interferes with the normal order of transportation market, thus affecting the economic and social development of Guigang City. In 2004, Guigang City started the management work of over-limit transportation. And has achieved certain results. But, because the governance means is single, the governance achievement is relatively fragile, slightly relaxed, will rebound. Therefore, the innovation governance means, the establishment long-term effective governance mechanism is very necessary. First of all. This paper defines the over-limit transportation, and analyzes the harm caused by the illegal over-limit transportation. Secondly, the management process of the over-limit transportation in Guigang City is discussed. The problems existing in the governance and the new situation of the management in Guigang are discussed in depth, and the main reasons why the effect of the treatment cannot reach the expected goal are: too single treatment means and insufficient funds. Again. It is considered that the innovation of management means is an important way to solve the problem of single management means, and the feasibility of listing innovative management means as project budget is demonstrated. Finally, the main conclusion of this paper is. In the management of superfluous work, it is very important to do well the department budget management to realize the management target.
