市政道路工程质量监管研究

【摘要】：随着城市化和社会主义市场经济的不断发展，市政基础设施建设需求也逐年提升，各地方政府对市政工程投入在不断增加，进而提升了市政道路工程的施工工艺改进和管理水平，从而市政道路工程质量也有了相应飞跃，这给各地区的经济发展创造了优良的硬件环境。市政道路工程项目因其特殊性，具有许多区别于其他工程的特点。这包括工期不宜过长，路面的立体分布，地下、地面及空中管线，公用设施以及交通设施与道路的建设同步等。这些特殊问题不仅增加了市政道路工程建设的困难性和复杂性，从而往往容易出现一些特殊的质量问题。基于此，市政道路工程建设过程中应高度重视质量监管问题，以提高道路的质量水平。本文主要结合长春市龙湖大路的建设情况，，将工程建设实践与相关的质量监管理论相互结合，对相应的质量监管方法作了较为深入的探索，剖析了政府监管在市政道路建设中发挥的作用，根据其经验及不足的总结，提出相应的改进措施。本文首先概述了市政道路工程质量以及质量监管的相关理论，阐释了市政道路质量的弊病和监管缺陷。然后，论述了市政道路工程质量监管的影响因素，分析了市政道路工程项目基于全过程的质量监管内容，包括勘察设计阶段、施工阶段、竣工验收阶段，梳理各阶段的质量监管工作的要求和控制要点。继而，分析了市政道路工程质量监管的难点，探究市政道路工程质量的政府监管，对比政府监管与社会监理的一致性和差异性，以及政府监管存在的相关问题与改进趋势。最后，通过长春市龙湖大路工程建设的具体案例分析，将理论付诸于实践，介绍了其工程概况与质量监管措施，并研究政府在质量监管过程中所采取的相应措施。本文通过对市政道路工程质量监管的研究，进一步明确了质量监管在市政道路工程建设中的重要作用，分析了政府部门的监管作用。市政道路工程质量的政府监管能力的不断提升，将对市政道路建设的质量监管具有一定借鉴意义。
[Abstract]:With the continuous development of urbanization and socialist market economy, the demand for municipal infrastructure construction is also increasing year by year, and local governments are increasing investment in municipal engineering. Thus, the construction technology improvement and management level of the municipal road engineering are improved, and the quality of the municipal road engineering has also made a corresponding leap forward, which has created an excellent hardware environment for the economic development of various regions. Because of its particularity, the municipal road engineering project has many characteristics which are different from other projects, including the unsuitable time limit, the three-dimensional distribution of road surface, underground, ground and air pipelines. These special problems not only increase the difficulty and complexity of the construction of municipal road engineering, but also lead to some special quality problems. In the process of municipal road engineering construction, the quality supervision should be paid more attention to in order to improve the quality level of the road. This paper mainly combines the construction situation of Changchun Longhu Road, combines the engineering construction practice with the relevant quality supervision theory, and makes a deep exploration on the corresponding quality supervision methods. This paper analyzes on the role of government supervision in the construction of municipal roads, and puts forward corresponding improvement measures according to its experience and deficiency. This paper first summarizes the quality of municipal road engineering and quality supervision related theories, explains the shortcomings of municipal road quality and regulatory defects. Then, discusses the influencing factors of municipal road engineering quality supervision. This paper analyzes the content of quality supervision based on the whole process of municipal road engineering project, including survey and design stage, construction stage, completion and acceptance stage, combing the requirements and control points of quality supervision work in each stage. This paper analyzes the difficulties in the supervision of municipal road engineering quality, probes into the government supervision of municipal road engineering quality, and compares the consistency and difference between government supervision and social supervision. Finally, through the Changchun City Longhu Road construction concrete case analysis, the theory put into practice, introduced its engineering survey and quality supervision measures. And studies the government in the quality supervision process to take the corresponding measure. Through the research on the quality supervision of municipal road engineering, this paper further clarifies the important role of quality supervision in the construction of municipal road engineering. This paper analyzes the supervision function of government departments and the continuous improvement of government supervision ability of municipal road engineering quality, which will have certain reference significance for the quality supervision of municipal road construction.
