日照港二公司研发外包管理策略研究

【摘要】：技术创新是企业在激励竞争中持续健康发展,赢得并保持竞争优势的根本动力,研发外包是快速提升企业技术创新能力的有效途径。对日照港二公司的研发外包管理进行研究,对其他港口企业和非生产制造企业借助研发外包,快速提升技术创新能力,有较好的借鉴意义,有助于日照港二公司研发外包工作的持续健康发展。依据国内外相关研究理论,对日照港二公司的研发外包现状进行研究分析,日照港二公司研发外包主要分设备设施类和信息技术类两大类。围绕提高作业效率、降低成本和保障安全三方面,组织外包方、软件开发商等合作伙伴开展研发外包活动。研发外包模式为内高-外低和外高-内低的中心依附型,设备设施类的研发主要流程分选题、准备和实施三个阶段,信息技术类的研发主要流程分选题、准备、实施和后期服务四个阶段。针对研发外包伙伴选择问题、研发外包流程管理问题、研发人才培养问题和知识积累问题,分别从发展研发外包长期合作关系、优化研发外包流程管理、健全内部人才培养管理机制和健全知识管理体系四方面采取策略。首先,通过建立考核制度和互选模式,解决在研发外包伙伴选择方面存在的能力不足问题和选择范围受限问题;其次,通过创新组织管理模式、建立绩效考核机制和激励机制,解决研发外包流程管理中存在的各种瓶颈问题;再次,通过加强人才梯队建设和建立健全保障机制,解决研发人才培养问题;最后,通过营造技术创新文化氛围、建立知识交流经纬网和实时更新知识库,解决不重视知识积累和交流不畅等问题。
[Abstract]:Technology innovation is the continuous and healthy development of the enterprises in competition, and won the fundamental power to maintain a competitive advantage, development outsourcing is the effective way to improve the technology innovation capability of the enterprise. Research on R & D outsourcing management company two in Rizhao Port, the other port enterprises and non manufacturing enterprises with outsourcing, rapidly enhance the ability of technological innovation that is a good reference, contribute to Rizhao port two R & D outsourcing work of the sustained and healthy development. Based on the theory of research at home and abroad, the research and analysis of the status of R & D outsourcing company two in Rizhao Port, Rizhao port two R & D outsourcing company consists of equipment and facilities and information technology in two categories. In order to improve the operation efficiency, reduce the cost and guarantee the security, organization outsourcer, software developers and other partners to carry out research and development outsourcing activities. R & D outsourcing mode for high - Low and high - low center attachment, equipment class R & D main separation process, three stages of preparation and implementation, information technology development main separation process, preparation, implementation and post service in four stages. In R & D outsourcing partner selection, research and development outsourcing process management problems. R & D personnel training and the accumulation of knowledge, from the development of R & D outsourcing long-term cooperative relations, optimizing the outsourcing process management, improve the internal management mechanism and improve the personnel training system of knowledge management strategies in four aspects. First, through the establishment of evaluation system and standard mode, solve in R & D outsourcing partner selection of existing capacity problems and selection the limited scope of the problem; secondly, through the innovation of organization management mode, establish performance appraisal mechanism and incentive mechanism, solve all kinds of bottle has R & D outsourcing in process management Neck problems; again, by strengthening the construction of talents and establish a sound protection mechanism, solve the problem of R & D personnel training; finally, through technological innovation to create cultural atmosphere, establish knowledge exchange graticule and real-time updates the knowledge base, to solve the problems do not attach importance to knowledge accumulation and poor communication.
