粤海铁路轮渡扩能问题研究

【摘要】:位于广东省与海南省之间的琼州海峡是限制内陆与海南岛的经济社会交流的主要瓶颈。为了解决这一矛盾,我国于2003年建成粤海铁路轮渡工程并投入运行。粤海铁路轮渡工程海口至海安海上航线是海南省与广东雷州半岛之间最主要的海运通道,客、货滚装运输航线为海南与大陆之间的经济文化起到重大的作用,肩负着大量的货物运输和旅客运输,是海南与大陆的交通咽喉,被誉为我国南部的海上“黄金水道”。随着我国的国民经济的发展,海南省与内陆的客货运需求逐渐增大,而粤海轮渡能力也因此逐渐达到饱和,其能力成为了限制粤海客货运输的关键环节,粤海轮渡的能力提升成为了海南与大陆交流持续发展的重要问题在对铁路轮渡运输各种设备情况,设备作业过程介绍的基础上,分析了铁路轮渡运输的特点。为能力提升方法,首先对粤海轮渡的现有能力,包括轮渡航运通过能力、港口通过能力进行了分析,给出了粤海轮渡现有运行图并计算了现有系统通过能力,在上述分析基础上研究了运输组织中存在的问题。为找出适合的扩能改造方案,对粤海轮渡运输的运量需求进行了研究,包括海南省进出岛客货总量预测、琼州海峡客货运量预测等。最后结合能力现状、客货运运量预测,研究了粤海铁路轮渡扩能的既有港改造方案、新建泊位方案,并对新建泊位方案的港口能力、投资、风险等进行了估算。研究结果表明新建泊位方案比既有港改造方案具有更好的能力,确定了南北两港两个新建泊位方案,并根据确定的泊位新建方案来制定了轮渡装卸作业所涉及的相关设施设备的设置方案与工艺流程。
[Abstract]:Located between Guangdong province and Hainan Province, the Qiongzhou Strait is the main bottleneck of economic and social exchange restricted inland and Hainan Island. With the rapid development of China's national economy. Hainan province and the inland passenger and freight demand increases, and therefore ability to ferry Guangdong gradually saturated, its capacity has become the key link of Guangdong transport restrictions, enhance the ability of Guangdong ferry As an important problem in the sustainable development of Hainan and the mainland exchanges in railway ferry transportation equipment, based on the introduction of the process equipment, analyzes the characteristics of railway ferry transportation. To improve the ability of existing methods, first ferry Guangdong ability, including the ability through the ferry shipping, port through capacity analysis, are given Guangdong ferry operation diagram and through the existing capacity of the existing system was calculated, based on the above analysis of the existing problems in the transportation organization. In order to find out the suitable scheme of revamping, Guangdong ferry transport volume of demand is studied, including the Hainan province out of the island passenger volume forecast, the Qiongzhou Strait passenger and freight volume forecast. Finally, combined with the ability of forecasting, passenger and freight traffic, on the ferry is Hong Kong Guangdong railway expansion and reconstruction scheme, scheme of new berths and the new berth scheme The port capacity, investment risks were estimated. The results show that the new scheme has the ability to port berth reconstruction scheme has better, the north and south two Hong Kong two new berths, and according to the new scheme to determine the berth made setting scheme and process related facilities and equipment involved in handling the ferry.
