模糊条件下应急物资配送选址-多模式运输问题

【摘要】:为提高应急物资配送效率,充分利用现有交通工具,满足多主体的不同应急需求,基于应急物资的供需特点和受灾点物资需求紧迫程度的差异性,建立模糊条件下,多模式、多阶段、多目标的应急物资分配选址和多模式运输的集成优化模型。探究模糊模型和多目标的转化问题,给出去模糊化的策略和具体算法。并以湖北省2016年7月洪涝灾害为实例,验证模型和算法的有效性。结果表明:引入需求紧迫程度的优化模型,可用来依据受灾点的需求优先级来合理安排应急物资的调配工作;决策者可通过对运输时间、应急成本和需求满足率等3个目标的动态赋权,实现应急设施的动态选址和应急物资的优化调度。
[Abstract]:In order to improve the efficiency of emergency material distribution, make full use of existing means of transportation, and meet the different emergency needs of many subjects, based on the characteristics of supply and demand of emergency materials and the difference of the urgency of material demand in disaster areas, the multi-mode under fuzzy conditions is established. Multi-stage, multi-objective integrated optimization model of emergency material allocation and multi-mode transportation. This paper probes into the problem of fuzzy model and multi-objective transformation, and gives the strategy and algorithm of fuzzification. The flood disaster of July 2016 in Hubei Province is taken as an example to verify the validity of the model and algorithm. The results show that the optimal model of urgency of demand can be used to arrange the allocation of emergency materials according to the priority of demand in the disaster area, and the decision makers can arrange the time of transportation. The dynamic weighting of emergency cost and demand satisfaction rate can realize the dynamic location of emergency facilities and the optimal scheduling of emergency materials.
