【摘要】：国家治理能力现代化的提出,为各行业在行业治理能力提高方面产生了政策导向性的指导意义。道路运输行业是国民经济体系的重要组成部分,是特殊的服务性行业,涉及人民生活的方方面面,在满足人民“衣、食、住、行、用”等民生建设方面承担重要责任。基于此,有许多学者从管理角度对道路运输行业进行研究,涵盖对管理体制、法律法规、职能创新、行业存在的问题及改革策略的研究,却较少从治理能力视角研究道路运输行业。本文以治理能力为出发点,将国家治理能力现代化、行政审批制度深化改革、政府职能转变作为研究背景,并根据近年来交通运输部关于道路运输业发展的会议文件精神,从理论和实践层面来对道路运输行业治理能力现代化进行研究。首先,本文通过对国内外治理理论、现代化理论、行业治理理论进行分析梳理,从国家治理能力现代化和行业治理能力现代化角度阐述道路运输行业治理能力现代化的涵义及内容。其次,根据道路运输行业治理能力现代化的内涵并借鉴国内外治理能力现代化指标,结合我国道路运输行业的自身特色,构建我国道路运输行业治理能力现代化指标。再次,分析目前我国道路运输业的发展现状和管理现状,探讨我国道路运输行业在治理能力现代化推进中存在的问题。最后,从治理主体和治理过程两个角度提出道路运输行业治理能力现代化推进策略。
[Abstract]:The modernization of national governance ability has a guiding significance for the improvement of industry governance ability. Road transport industry is an important part of the national economic system, is a special service industry, involved in all aspects of people's life, in meeting the people's "clothing, food, housing, transportation, use" and other aspects of the people's livelihood construction to bear an important responsibility. Based on this, many scholars study the road transport industry from the perspective of management, including the management system, laws and regulations, functional innovation, industry problems and reform strategies. But less from the perspective of governance capacity to study the road transport industry. This paper takes governance ability as the starting point, takes the modernization of national governance capacity, the deepening reform of administrative examination and approval system and the transformation of government functions as the research background, and according to the spirit of the documents of the Ministry of Communications and Transport on the development of road transport industry in recent years. This paper studies the modernization of road transportation industry governance ability from the theoretical and practical aspects. First of all, through the domestic and foreign governance theory, the modernization theory, the industry governance theory carries on the analysis combing, This paper expounds the meaning and content of the modernization of road transportation industry governance ability from the angle of modernization of national governance ability and industry governance ability. Secondly, according to the connotation of the modernization of the road transportation industry governance ability and the reference of the domestic and foreign governance ability modernization index, combined with our country road transportation profession own characteristic, constructs our country road transportation profession governance ability modernization index. Thirdly, this paper analyzes the development and management status of road transportation industry in China, and discusses the problems existing in the modernization of governance capacity of road transport industry in China. Finally, the modernization strategy of road transportation industry governance ability is put forward from the aspects of governance subject and governance process.
