宁波—舟山核心港区锚地饱和度的研究

【摘要】:宁波—舟山港位于我国东南沿海、杭州湾湾口及长江、钱塘江、甬江入海口处,是长江三角洲、浙江省、宁波和舟山市国民经济发展的基础、对外开放的窗口。近年来,宁波—舟山港港口发展十分迅猛,货物吞吐量连续6年蝉联世界第一,集装箱吞吐量跃居全球第五大集装箱港。然而,在港口泊位数量增加、港口吞吐量以及船舶进出港数量节节攀升的情况下,宁波—舟山核心港区的锚地发展与港口发展不匹配,同时也存在着事故隐患。为了充分发挥和利用有限的锚地资源,本文通过对宁波—舟山核心港区锚地饱和度的研究,综合评价港口锚地实际的利用情况和紧缺程度,并为宁波—舟山核心港区规划新锚地提供必要的参考和依据。本文首先对宁波—舟山核心港区通航环境分析,主要包括自然环境、港口环境以及2014年交通流事故等因素分析。简要介绍宁波—舟山港在VTS、AIS、导助航设施以及相关安全管理规定。其次,通过对锚地容量的理论分析,从规范对锚地要求、不同船型在不同锚泊方式所需锚地面积进行分析。结合锚地饱和度相关理论和宁波—舟山核心港区实际锚地使用情况,分析和预测锚地饱和度情况。最后提出宁波—舟山核心港区锚地的相关建议。
[Abstract]:Ningbo-Zhoushan Port is located on the southeast coast of China, Hangzhou Bay Bay mouth and the mouth of Yangtze River, Qiantang River and Yongjiang River. It is the foundation of the development of the national economy in the Yangtze River Delta, Zhejiang Province, Ningbo and Zhoushan City, and the window of opening to the outside world. In recent years, Ningbo-Zhoushan Port has developed very rapidly, the cargo throughput has been ranked first in the world for 6 consecutive years, and the container throughput has leapt to the fifth largest container port in the world. However, with the increase of port berths, port throughput and the increasing number of ships in and out of the port, the development of Anchorage in Ningbo-Zhoushan core port area is not matched with port development, and there are hidden dangers of accidents. In order to make full use of the limited Anchorage resources, through the study of the saturation of Anchorage in Ningbo Zhoushan core port area, this paper synthetically evaluates the actual utilization and shortage degree of the port Anchorage. And provide necessary reference and basis for Ningbo-Zhoushan core port planning new Anchorage. This paper first analyzes the navigable environment of Ningbo-Zhoushan core port area, including natural environment, port environment and traffic accident in 2014. This paper briefly introduces Ningbo-Zhoushan Port's VTS AIS, navigation aids and related safety regulations. Secondly, through the theoretical analysis of Anchorage capacity, the requirements of Anchorage and the area of Anchorage required by different ship types in different mooring modes are analyzed. Based on the theory of Anchorage saturation and the actual use of Anchorage in Ningbo-Zhoushan Core Port area, the saturation of Anchorage is analyzed and forecasted. Finally, the paper puts forward some suggestions on Anchorage of Ningbo-Zhoushan Core Port area.
