基于城市详细规划编制的交通规划技术指引研究

【摘要】：随着我国城市化的快速发展,城市交通在经济社会生活中的重要性越来越凸显。为保障城市各项功能正常运转和经济社会健康发展,合理的城市规划及交通规划显得尤为重要。本论文根据当前城市法定详细规划中交通规划面临的问题与挑战,研究并初步制定了适合当前发展需求的基于法定详细规划的交通规划技术标准(指引),并尝试将低碳生态交通理念作为控制和约束性指标落实到法定详细规划中,以提高法定详细规划的编制水平及保障编制成果质量,满足当前城市规划编制和规划控制管理的需要。第一,本文首先对国内外城市在法定详细规划编制中交通规划技术标准应用及研究现状进行了分析;并重点以广州市为例,对法定详细规划编制相关的交通规划技术标准存在的问题进行了初步剖析。第二,技术指引应兼顾实用性和可操作性,因此本文结合城市规划行政主管部门基层工作人员的实际工作经验,对法定详细规划中交通方面内容的实际审批要点进行了梳理;并结合笔者自身工作经验,对目前法定详细规划编制过程中存在的常见技术问题进行剖析和总结。第三,交通规划目前已形成一套相对完善的规划体系。本论文在对传统交通规划技术手段进一步展开研究基础上,尝试融入低碳生态交通理念,初步制定相关规划技术指引,切实将低碳生态交通理念作为控制和约束性指标落实到法定详细规划中。最后,以花地生态城和海珠生态城等片区控制性详细规划为例,对本论文提出的相关交通规划技术指引进行实例应用,获得较好的应用效果。
[Abstract]:With the rapid development of urbanization in China, urban traffic is becoming more and more important in economic and social life. In order to ensure the normal operation of urban functions and the healthy development of economy and society, reasonable urban planning and traffic planning are particularly important. In this paper, according to the problems and challenges of traffic planning in the current urban legal detailed planning, This paper studies and preliminarily formulates the technical standard of traffic planning based on statutory detailed planning, which is suitable for current development needs, and attempts to implement the concept of low-carbon ecological transportation as a controlling and binding indicator in the process of statutory detailed planning. In order to improve the level of statutory detailed planning and ensure the quality of compilation results, to meet the needs of current urban planning and planning control management. Firstly, this paper analyzes the application and research status of traffic planning technical standards in the legal detailed planning of cities at home and abroad, and focuses on Guangzhou as an example. The problems existing in the technical standards of traffic planning related to the formulation of statutory detailed planning are preliminarily analyzed. Second, the technical guidance should take into account the practicability and maneuverability, so this paper combs the actual examination and approval points of the traffic aspects in the legal detailed planning by combining the actual work experience of the grass-roots staff of the urban planning administrative department; Combined with the author's own working experience, this paper analyzes and summarizes the common technical problems existing in the process of legal detailed planning. Third, traffic planning has formed a relatively perfect planning system. On the basis of further research on the traditional transportation planning technology, this paper tries to integrate the low-carbon ecological transportation concept and draw up the related planning technical guidance. The concept of low-carbon ecological transportation is effectively implemented as a control and binding index in the detailed legal planning. Finally, taking Huadi Ecological City and Haizhu Ecological City as examples, the paper applies the relevant traffic planning technical guidance to practical application, and obtains better application results.
