街景影像在道路环境整治中的应用研究

【摘要】:道路环境整治是城市综合管理工作的一项重点工作,随着城市建设发展的加快,传统的城市综合管理方式很难适应城市高速发展的需求。而城市信息化水平的提高,使得一种新的城市管理模式——数字城市管理应运而生。其中,道路养护和市政环境整治作为城市综合管理的核心,作为了探讨的重点。为了使道路养护数据和市政环境整治数据更好地为城市管理者提供决策支持及城市的运行管理,通过对街景影像在道路养护及市政环境整治中的应用研究,以更加直观的方法实现资源的共享,显著地提升政府部门的城市综合管理能力。本文回顾了国内外学者在移动测图系统方面的研究成果及应用状况,结合城市综合管理的特点、内容和管理需求,全面阐述通过移动测图系统获取的街景影像在道路养护以及市政环境整治工作中的应用。传统的数据采集方式主要是以人工测量方式进行,速度慢、效率低、周期长,而且存在很大的质量隐患,人为因素较多,导致普查的数据真实情况有所偏差。移动测图系统具有快速、高效、低成本的采集的特点,通过全球定位系统、摄影测量和惯性导航系统以及计算机等先进技术的融合,可采集道路及其附属地物的影像资料及属性数据。本文通过分析移动测图系统的原理,分析街景影像在道路养护普查及市政环境整治的适用性,结合工程案例,解决了传统方法的效率低、管理难度大等问题,建立了一套基于街景影像的道路环境整治的方式方法,该方法可通过街景影像来提高道路环境整治执法管理水平,对城市管理工作者在制定有关城市管理方面的方针、政策、法律、法规、规章、市政道路的大修计划及环境整治工作等时就可以充分考虑到城市发展的需要。并对合理利用有关城市维护费及城市管理专项经费,编制部分城市维护费及城市管理专项经费的年度计划,并对使用情况进行监督。
[Abstract]:Road environment renovation is a key work of urban comprehensive management. With the rapid development of urban construction, the traditional urban comprehensive management mode is difficult to meet the needs of urban high-speed development. And the improvement of urban information level makes a new urban management model - digital city management emerge as the times require. As the core of urban comprehensive management, protection and municipal environmental regulation is the key point. In order to make road maintenance data and municipal environmental regulation data better for urban managers to provide decision support and city operation management, the application of street view image in road maintenance and municipal administration and environment renovation is more intuitionistic. The method realizes the sharing of resources and improves the urban comprehensive management ability of the government departments. This paper reviews the research achievements and application status of the scholars at home and abroad in the mobile mapping system, and combines the characteristics of urban comprehensive management, the content and the management needs, and expounds the street view images obtained through the mobile mapping system in the road maintenance. The traditional methods of data acquisition are mainly carried out by manual measurement, such as slow speed, low efficiency and long period, and there are many hidden problems in quality and many human factors, which lead to the deviation of the real situation of the census data. The system has fast, efficient and low cost collection. Characteristics, through the integration of global positioning system, photogrammetry and inertial navigation system and computer and other advanced technologies, the image and attribute data of road and its affiliated objects can be collected. By analyzing the principle of mobile mapping system, this paper analyzes the applicability of street view in road maintenance and protection survey and municipal environment renovation. In order to solve the problems of low efficiency and difficult management of traditional methods, a set of way and method of road environment renovation based on street scene image is established. This method can improve the management level of road environment regulation through street scene image, and the policy, policy, law and law of urban management workers in the management of urban management. The requirements of urban development can be fully taken into account when the regulations, regulations, urban road overhaul plans and environmental renovation work are taken into account, and the annual plan for the rational use of urban maintenance and urban management funds, the preparation of some urban maintenance fees and special funds for urban management, and supervision of the use are also monitored.
