高速公路电子不停车收费系统车道优化技术研究

【摘要】:近几年来,随着国内私家车数量的不断增加以及运输行业的飞速发展,使用高速公路出行的车辆将会越来越多。然而目前我国大部分城市高速公路的收费方式为人工或者半自动,上述两种收费方式很快将不能满足高速公路上车辆营运对收费管理系统的需求,这种趋势在一些经济发达地区已经十分明显。这种情况将会导致高速公路收费出入口处严重的车辆阻塞,从而造成巨大的经济损失。目前,电子不停车收费系统(ETC)是世界上所有工业发达国家解决道路停车收费拥堵现象和提高服务水平的重要手段之一。采用不停车收费系统,车辆可以以较高的速度通过收费口,无须在收费站前大幅减速和停车即可实现交费,从而从根本解决了因人工收费所造成的交通堵塞现象。因此能够极大地改善交通条件,提高道路的通行能力和服务水平,有效减轻收费人员的劳动强度,改善工作环境。同时,采用不停车收费系统,可以节约基建费用和管理费用,使公路收费走向无纸化、无现金化管理,从根本上杜绝收费票款的流失现象,解决公路收费中的财务管理混乱问题。根据四川省高速公路联网收费发展规划,联网收费系统将从单一人工半自动收费方式逐步发展到人工半自动收费与电子不停车收费共存的混合收费方式,以缓解目前四川省高速公路收费车道拥堵严重、提高服务质量、减少收费车道数量、降低收费成本。本论文以四川省ECT系统为研究对象,首先对四川省ETC系统的现状及未来规划进行了叙述,在此基础上阐述了 ETC系统的运营与管理、拆分与结算的详细方案;随后结合四川省高速公路收费口的现状,针对改扩建的ETC/MTC车道、新增的ETC专用车道制定出相关的车道布置要求及详细布置方案;最后针对现有ETC车道存在的问题从技术层面提出了相关的优化方案,并针对上述方案进行了测试及验证。自2016年3月启动四川ETC专用车道系统优化测试工作以来,经过方案论证、调研、车道布局实验及近三个月的过车测试,总体优化效果较为明显,车辆通过平均速度为29.64km/h,车辆通行成功率达到 99.65%。
[Abstract]:In recent years, with the increasing number of private cars in China and the rapid development of transportation industry, more and more vehicles will travel on the highway. However, at present, most of the toll collection methods of urban highways in our country are manual or semi-automatic. The two charging methods mentioned above will soon not be able to meet the demand of the toll management system for the vehicle operation on the freeway. This trend is already evident in some economically developed regions. This situation will lead to serious traffic congestion at the toll-charging entrance, resulting in huge economic losses. At present, ETC is one of the most important methods to solve the congestion and improve the service level in all industrial developed countries in the world. By adopting the non-stop toll system, the vehicle can pass through the toll port at a higher speed without having to slow down and stop substantially before the toll station, thus solving the traffic jam caused by the manual charge fundamentally. Therefore, it can greatly improve traffic conditions, improve the capacity and service level of roads, effectively reduce the labor intensity of toll collectors, and improve the working environment. At the same time, the use of non-stop toll collection system can save capital construction and management costs, make highway charges become paperless and cashless, and fundamentally eliminate the loss of fees and tickets. Solve the problem of financial management confusion in highway toll collection. According to the development plan of highway network toll collection in Sichuan Province, the network toll collection system will gradually develop from a single manual semi-automatic toll collection method to a hybrid toll collection mode in which manual semi-automatic toll and electronic non-stop charge coexist. In order to alleviate the serious congestion of toll lanes in Sichuan Province, improve the service quality, reduce the number of toll lanes and reduce the cost of fees. This paper takes the Sichuan ECT system as the research object, first of all, describes the current situation and future planning of Sichuan ETC system, and then expounds the detailed scheme of operation and management, split and settlement of ETC system; Then combined with the current situation of highway toll port in Sichuan province, according to the reconstruction and expansion of the ETC/MTC lane, the newly added ETC special lane to formulate the relevant lane layout requirements and detailed layout plan; Finally, aiming at the existing problems of ETC lane, the related optimization scheme is put forward from the technical level, and the above scheme is tested and verified. Since the launching of Sichuan ETC special lane system optimization test in March 2016, the overall optimization effect has been obvious after the scheme demonstration, investigation, lane layout experiment and the past three months' test. The average speed of passing through is 29.64 km / h, and the success rate is 99.65%.
