高速公路养护施工安全管理研究与实践

【摘要】：高速公路是国民经济发展的大动脉,同时也是工业化以及城市化进程的重要体现之一。随着各地区间交流程度进一步提高,促使高速公路发展处于蓬勃向上的产业扩张期,持续繁荣的契机已经初步显现。然而,在高速公路迅猛发展的背后,养护施工安全管理问题日益凸显,加之该问题尚未引起养护施工单位的足够重视,使得养护施工安全管理工作明显滞后于高速公路的发展,在一定程度上制约了高速公路通行能力。随着养护施工安全事故的频频报道,高速公路养护施工安全管理已经成为社会各界广泛关注的焦点问题。本文选取高速公路养护施工安全管理研究与实践作为研究课题,采用文献分析法、归纳总结法、实证分析法等研究方法针对当前收集的资料进行深入研析,并结合工程实例进行论述,以探究改进高速公路养护施工安全管理的具体措施。通过深入分析,本文总结出当前我国高速公路养护安全管理工作主要存在以下问题:安全管理意识薄弱、管理依据有待进一步完善、体制不通畅、机制不健全、经费匮乏、信息化水平较低、建设有待加强等。加之上述问题在全国范围内具有共性特征,因而,如果能够得到有效解决,必将推动高速公路养护施工安全管理工作迈上一个新台阶。为此,本文针对上述问题进行论证,并构建高速公路养护施工安全管理体系,结合具体工程项目实例,探究该体系具有的应用价值及可行性,以期在高速公路养护施工安全管理工作中推广使用,为我国高速公路行业发展略尽微薄之力。
[Abstract]:Expressway is not only the artery of national economy development, but also one of the important embodiment of industrialization and urbanization. With the further improvement of regional communication, the highway development is in a period of vigorous and upward industrial expansion, and the opportunity of sustained prosperity has been shown. However, behind the rapid development of expressway, the problem of maintenance construction safety management has become increasingly prominent, and the problem has not been paid enough attention by maintenance construction units, which makes the maintenance construction safety management work lag behind the development of expressway obviously. To a certain extent, restricted the capacity of the highway. With the frequent reports of safety accidents in maintenance construction, the safety management of highway maintenance construction has become the focus of attention of all walks of life. This paper selects the research and practice of highway maintenance construction safety management as the research subject, and uses the literature analysis method, the inductive summary method, the positive analysis method and so on research method to carry on the thorough analysis according to the current collection data. The concrete measures to improve the safety management of expressway maintenance construction are also discussed in combination with engineering examples. Through in-depth analysis, this paper summarizes the main problems existing in the management of highway maintenance safety in China: the weak consciousness of safety management, the need for further improvement of the management basis, the unsmooth system, the imperfect mechanism, and the lack of funds. Information level is low, construction needs to be strengthened. In addition, the above problems have common characteristics in the whole country, therefore, if they can be effectively solved, the safety management of expressway maintenance construction will be promoted to a new level. Therefore, this paper discusses the above problems, constructs the safety management system of expressway maintenance construction, and probes into the application value and feasibility of the system in combination with concrete project examples. In order to promote the use in the safety management of expressway maintenance construction, it can do a little for the development of expressway industry in our country.
