广东省农村公路养护管理困境及对策

【摘要】：农村公路是我国公路网络的重要组成部分,是联通农村与农村、农村与城市最为主要的运输方式,在很多地区是联结农村与城市的唯一途径,对于农村居民生活生产的影响非常大,是推动全面小康社会建设的重要保障。农村公路质量的提升对于改善农民生活水平、促进农村经济发展,促进农民增收有着重要的现实意义。进入新世纪以来,我国农村公路建设总体水平得到了提升,但是农村公路养管问题却尚未解决,由于农村公路建设标准相对较低,使得养护成本相应增加,如不能及时养护路况容易受到影响,根据建养管并重原则的要求,必须要进一步加强农村公路养护工作,才能进一步发挥农村公路对农村经济的带动作用。广东省是我国东部发达地区,在农村公路建设和养管方面都走在全国的前列,也形成了一定的养管机制,但是农村公路管理与地区经济发展水平不相适应,影响了农村经济与城市经济的融合和协调发展。笔者以广东省公路养管情况为研究实例,了解其在公路建设和养护管理机制建设中形成的经验,分析该地区养护管理的现状,重点了解农村公路养护管理机构设置及资金安排等问题;分析广东省农村公路养护管理中工程建设、资金安排及管理体制等方面存在的问题,并分析引起农村公路养护机制不畅的政府、公司及公众三个层次的原因,对国外农村公路养护及我国国内一些地方的做法进行总结,借鉴国外的经验,从管理原则确定及管护对策两个角度提出具体对策,以促进广东省农村公路养护管理工作的发展。
[Abstract]:Rural highway is an important part of highway network in our country. It is the most important transportation way to connect rural areas with rural areas, rural areas and cities. In many areas, it is the only way to connect rural and urban areas. It has a great influence on rural residents' life production and is an important guarantee to promote the construction of a well-off society in an all-round way. The improvement of rural highway quality is of great practical significance for improving the living standard of farmers, promoting the development of rural economy and increasing farmers' income. Since entering the new century, the overall level of rural highway construction in our country has been improved, but the problem of rural highway maintenance and management has not been solved. Because of the relatively low standard of rural highway construction, the maintenance cost has been increased accordingly. If it is not easy to maintain the road condition in time, it is necessary to further strengthen the rural road maintenance work in order to further exert the driving role of the rural road to the rural economy according to the requirements of the principle of equal importance of the construction, maintenance and management. Guangdong Province is a developed area in the east of China. It is in the forefront of the country in the construction and maintenance of rural roads, and has also formed a certain mechanism of maintenance and management. However, the management of rural roads does not correspond to the level of regional economic development. Affected the integration of rural economy and urban economy and coordinated development. Taking the situation of highway maintenance and management in Guangdong Province as an example, the author understands its experience in highway construction and maintenance management mechanism construction, and analyzes the current situation of maintenance management in this area. Focusing on the establishment of rural highway maintenance and management institutions and fund arrangements, and analyzing the problems existing in engineering construction, fund arrangement and management system in rural highway maintenance and management in Guangdong Province, This paper also analyzes the causes of the poor maintenance mechanism of rural roads at the government, company and public levels, summarizes the practices of foreign rural highway maintenance and some local practices in China, and draws lessons from foreign experience. In order to promote the development of rural highway maintenance and management in Guangdong province, this paper puts forward some concrete countermeasures from two aspects: the determination of management principles and the management countermeasures.
