天津港L集装箱码头实际通过能力提升研究

【摘要】：港口作为交通运输行业中的重要组成部分、世界贸易的关键要素、全球供应链的主要节点,在促进国民经济乃至世界经济的发展中起到了不可小觑的作用。天津港作为国内走在发展前列的先进港口,在各货种的装卸转运,特别是集装箱的运输都有着丰富的发展经验。近年来,在集装箱吞吐量方面,天津港集装箱码头均位列全国前十位,2016年,天津港与唐山港计划建立合资经营的集装箱码头,以实现资源的共享;与此同时,天津港也在积极拓展集装箱航线,包括欧洲航线、东南亚航线在内的多条航线均已开通,天津港在集装箱方面具有良好的发展前景。而值得注意的是,作为北方的重要港口,天津港特别是联盟国际集装箱码头(下文简称L集装箱码头),具有较强的发展势头,其发展仍有一定的上升空间,比如在港口的通过能力方面,港口通过能力是用于衡量港口生产水平与发展程度的重要指标,港口通过能力通常分为设计通过能力、核定通过能力及实际通过能力三部分,而港口实际通过能力是直接反映一定时期内港口实际通过的货运量,在港口资源配置条件一定的情况下,对港口实际通过能力的研究与讨论能够帮助港口缓解由于货运吞吐量的上升而带来的压力。本文首先主要阐述了港口通过能力的基本概念、系统结构模型及影响因素等关于港口通过能力的相关理论,为后文的论述打下理论基础;其次,通过分析当前集装箱市场的运营状况和天津港L集装箱码头的生产作业情况,对天津港L集装箱码头的现状有一个清晰地认识,从而得出天津港L集装箱码头在发展过程中存在的问题;再次,基于层次分析法以及灰色关联度分析等方法,对天津港L集装箱码头实际通过能力做出分析与评价,并根据评价结果对当前码头的发展进行分析;最后,根据评价结果与之前分析得出的问题,对码头实际通过能力的提升提出对策。
[Abstract]:As an important part of transportation industry, port plays an important role in promoting the development of national economy and world economy, the key element of world trade and the main node of global supply chain. Tianjin Port, as an advanced port in the forefront of domestic development, has rich development experience in all kinds of cargo handling and trans-shipment, especially container transportation. In recent years, Tianjin Port has ranked among the top 10 container terminals in the country in terms of container throughput. In 2016, Tianjin Port and Tangshan Port plan to establish a joint venture container terminal to achieve the sharing of resources; at the same time, Tianjin Port is also actively expanding container routes, including European routes, Southeast Asia routes, including a number of routes have been opened, Tianjin Port has a good prospects for container development. It is worth noting that as an important port in the north, Tianjin Port, especially the Alliance International Container Terminal (hereinafter referred to as L Container Terminal), has a strong momentum of development, and its development still has some room for improvement. For example, in terms of port transit capacity, port transit capacity is an important indicator used to measure the level of port production and the level of development. Port transit capacity is usually divided into three parts: design capacity, approved capacity and actual capacity. The actual capacity of the port is a direct reflection of the amount of cargo actually passed by the port within a certain period of time. Under certain conditions of port resource allocation, The research and discussion on the actual port capacity can help the port to relieve the pressure caused by the increase of cargo throughput. In this paper, the basic concept of port transit capacity, system structure model and influencing factors are discussed in order to lay a theoretical foundation for the later discussion. Based on the analysis of the current container market and the production and operation of Tianjin Port L Container Terminal, there is a clear understanding of the present situation of Tianjin Port L Container Terminal. In order to get the problems in the development of Tianjin Port L container terminal. Thirdly, based on the analytic hierarchy process and grey correlation analysis, the actual capacity of Tianjin Port L container terminal is analyzed and evaluated. According to the evaluation results, the development of the current wharf is analyzed. Finally, according to the evaluation results and the problems obtained from the previous analysis, the countermeasures are put forward to improve the actual capacity of the wharf.
