船检技术法规后评估机制研究

【摘要】:2012年全国船检工作会议工作报告总结了船检工作,明确了当前船检的目标和任务,同时指出目前船检技术法规后评估机制尚不健全,海事局亟需加强船检信息化建设,构建合理的船检技术法规后评估工作流程迫在眉睫。船检技术法规包括了一系列的船检技术规则、规范以及支持文件,由海事局制订和发布,是执行船检的技术标准。国际公约的更新和新技术、新能源的出现对船检水平提出更高的要求,船检技术法规随之不断更新,定期发布修改通报。然而以被动接收到的信息作为修改通报的依据并不完全符合我国船检的实际,船检技术法规修改通报的制订和发布必须建立在科学、合理的后评估机制之上,从而系统地、全面地评价船检技术法规的立法目的、合理性、合法性及其它因素,以提高船检技术法规的立法质量,推动船舶检验科学化发展。本文在阅读了大量的文献基础上,将项目后评价相关理论应用到了船检技术法规后评估机制建立中,从海事局的角度对船检技术法规后评估的流程进行重构,构建了一套科学、合理的后评估指标,同时根据定性指标的特点,选用AHP层次分析法建立后评估的模型,通过实例分析,得到了后评估的结果,证明了船检技术法规后评估机制的合理性和可行性。船检技术法规后评估机制的建立有利于提高船检工作及法规编制的能力和水平,从而实现技术标准与造船业升级转型发展的匹配和良性互动。
[Abstract]:The work report of the 2012 National ship Survey Conference summarizes the ship survey work, clarifies the objectives and tasks of the current ship survey, and points out that the current post-evaluation mechanism of the ship survey technical regulations is not perfect, and the maritime bureau urgently needs to strengthen the information construction of the ship survey. It is urgent to construct a reasonable work flow after ship inspection technical regulations. The technical regulations of ship inspection include a series of technical rules, specifications and supporting documents of ship inspection, which are formulated and issued by the Bureau of Maritime Affairs and are the technical standards for carrying out the inspection of ships. The renewal of international conventions and new technologies and the emergence of new energy put forward higher requirements to the level of ship inspection, and the technical regulations of ship inspection are constantly updated, and periodic circulars of revision are issued. However, taking the information received passively as the basis for revising the notification is not completely in line with the reality of ship inspection in China. The formulation and issuance of the technical and regulatory amendments to ship survey must be based on a scientific and reasonable post-evaluation mechanism, so as to systematically, The legislative purpose, rationality, legitimacy and other factors of the technical regulations for ship survey are comprehensively evaluated in order to improve the legislative quality of the technical regulations of ship survey and to promote the scientific development of ship survey. On the basis of reading a large number of documents, this paper applies the theory of project post-evaluation to the establishment of post-evaluation mechanism of ship-survey technical regulations, reconstructs the process of post-evaluation of ship-survey technical regulations from the point of view of MSA, and constructs a set of science. At the same time, according to the characteristics of qualitative indexes, AHP Analytic hierarchy process (AHP) is used to establish the post-evaluation model, and the results of post-evaluation are obtained through an example analysis. The rationality and feasibility of post-evaluation mechanism of ship inspection technical regulations are proved. The establishment of post-evaluation mechanism of ship survey technical regulations is conducive to improving the capability and level of ship survey work and the compilation of regulations, thus realizing the matching and benign interaction between the technical standards and the transformation and development of shipbuilding industry.
