非体系航运公司安全管理问题研究

【摘要】：航运公司作为水上交通安全的责任主体,是水上交通安全管理的重要源头之一。在我国,建立安全管理体系的公司只是一部分,其余很多航运公司都是未建立安全管理体系的“非体系公司”。相对建立安全管理体系的公司而言,非体系公司在安全管理方面存在的问题较多,船舶事故频发,是目前水上交通安全管理的重点和难点。本文采用系统分析、理论分析与数学分析相结合、案例分析与对策建议相结合等方法,通过梳理研究目前涉及公司安全管理方面的法规规定及对部分地区非体系公司安全管理情况进行调研,查找并分析了公司自身安全意识淡薄、管理制度不健全、人员素质不高、安全投入不够及相关法律法规不完善、监管力量不足、监管部门间缺乏沟通等非体系公司安全管理方面存在的问题;根据非体系公司相关信息不统一、不完整,不确定的特点,在对非体系公司进行安全管理影响因素分析、确定评价指标及其权重的基础上,选用基于D-S证据理论的不确定性多指标综合评价方法,建立评价模型,举例对非体系公司进行了安全管理评价;在问题分析及确定评价方法和评价模型的基础上,从公司自身及监管部门两方面分别提出了加强非体系公司安全管理的对策建议:一方面,公司自身应提高安全意识、建立健全安全管理制度、开展安全管理评价。另一方面,监管部门应加强对非体系公司的日常监督检查、积极推进非体系公司安全生产标准化建设、建立部门信息共享和联合监管工作机制、强化对非体系公司人员的培训、利用现代化手段提供信息服务、充分发挥行业协会的作用、实行非体系公司分级管理。上述对策建议可有力规范非体系公司的安全管理活动,提高政府监管效能,对促进水上交通安全形势的稳定具有重要意义。
[Abstract]:As the main body responsible for water traffic safety, shipping company is one of the important sources of water traffic safety management. In our country, the companies that establish the safety management system are only a part, and many other shipping companies are the "non-system companies" which have not established the safety management system. Compared with the companies that establish the safety management system, the non-system companies have many problems in safety management. The frequent occurrence of ship accidents is the key and difficult point of water traffic safety management at present. In this paper, the methods of system analysis, theoretical analysis and mathematical analysis, case analysis and countermeasures and suggestions are adopted. Through combing and studying the regulations and regulations concerning the safety management of the company and investigating the safety management situation of some non-system companies in some areas, the author finds and analyzes the weak safety consciousness of the company itself, the imperfect management system and the low quality of the personnel. Safety investment and related laws and regulations are not perfect, regulatory power is insufficient, the lack of communication between regulatory authorities and other non-system company safety management problems; according to the non-system company related information is not unified, incomplete, uncertain characteristics, Based on the analysis of the influencing factors of safety management in non-system companies and the determination of evaluation indexes and their weights, the uncertain multi-index comprehensive evaluation method based on D-S evidence theory is selected to establish the evaluation model. An example is given to evaluate the safety management of non-system companies, on the basis of problem analysis, evaluation methods and evaluation models, This paper puts forward the countermeasures of strengthening the safety management of non-system companies from two aspects: on the one hand, the company should improve its safety consciousness, establish and perfect the safety management system, and carry out safety management evaluation. On the other hand, the regulatory authorities should strengthen the daily supervision and inspection of non-system companies, actively promote the standardization of production safety in non-system companies, establish a mechanism for departmental information sharing and joint supervision, and strengthen the training of personnel of non-system companies. Provide information services by means of modernization, give full play to the role of trade associations, and implement hierarchical management of non-system companies. The above countermeasures and suggestions can regulate the safety management activities of non-system companies, improve the efficiency of government supervision, and play an important role in promoting the stability of water traffic safety situation.
