新公共服务理论视角下的广西干线公路养护机制改革研究

【摘要】:公路,作为一项必不可少的基础设施,无论在国民经济方面还是在社会发展方面都具有无可取代的重要功能。公路是一种公共产品,公路的建设与养护,管理与完善不仅可以促进整个社会经济的快速稳定发展,同时便利民众出行,使社会公共服务功能全面提升。我国的公路在养护与管理方面的工作自新中国改革开放以来一直在改革中不断进步与完善。在1995年6月国家交通运输部关于“二十四字方针”的提出,意味着我国公路养护市场化革新已全面开启。自此,我国在公路养护管理体制方面不断进步,步伐也稳中加快。2003年,由交通运输部颁布和实施的《公路养护工程市场准入暂行规定》以及《公路养护工程施工投标招标管理暂行规定》,将公路养护管理全面系统地推向市场。2008年12月,由国务院颁布《关于实施成品油价格和税费改革的通知》,公路税费改革正式启动和实施。自2009年1月1日起,养路费、运输管理费以及客货运附加费等六项公路费被全面取消,燃油税取代上述费用。与此同时,不少省市地区也结合其不同实际情况,逐步取消政府还贷二级公路收费,自此,我国公路养护管理体制改革更加逐步深化。本文作者作为一名普通的公路部门基层管理人员,从多年的工作经验和实践中发现目前的公路养护管理现状还不容乐观,公路缺乏养护、管理体制相对滞后等现象还普遍存在。因此,坚树“以人为本”的发展理念,做好“三个服务”,有机平衡改革、发展和稳定这三者之间的相互关系,拟建立和完善既符合现有市场的经济需求又符合我国现阶段国情的干线公路养护管理运行新机制,坚持以上原则和理念对于当前我国公路事业的稳步全面和健康的发展具有十分重要的现实意义。鉴于此,本文首先以广西干线公路养护管理机制为例,针对其管理机制分为五部分进行全面的总结与探讨。首先,第一章为绪论,该部分主要介绍了论文的选题背景、研究目的意义、研究方法和国内外在公路养护管理方面的研究现状;第二章,基于新公共服务理论主要就广西干线公路养护机制进行了全面的描述和系统的分析;第三章,就广西干线公路养护方面目前的运行机制与市场化面临的形势进行了分析;基于前几章的分析和总结,第四章从四个方面分别指出目前广西公路养护机制改革上亟待解决的问题;最后第五章,结合新公共服务视角与自身在公路部门多年工作实践和经验,就广西干线公路养护机制提出改革新思路,希望能对广西公路事业的发展提供借鉴,旨在通过对公路管理机构职能的转变,能积极而有效地推进公路养护运行机制的深化改革,逐步建立和完善功能明确、治理完善、运行高效、监管有力的公路养护运行机制,形成基本服务优先、供给水平适度、服务公平公正的符合广西区情特点的公路养护管理体系。
[Abstract]:Highway, as an essential infrastructure, plays an irreplaceable role in both national economy and social development. Highway is a kind of public product. The construction, maintenance, management and perfection of highway can not only promote the rapid and stable development of the whole society and economy, but also facilitate the travel of the people and promote the function of social public service in an all-round way. The maintenance and management of highway in our country has been improving and improving since the reform and opening up in New China. In June 1995, the "24 word Policy" was put forward by the Ministry of Communications and Transport, which means that the market-oriented innovation of highway maintenance in China has been fully started. Since then, our country has made continuous progress in highway maintenance and management system, and the pace has been accelerated steadily. In 2003, The interim provisions on Market access for Highway maintenance projects promulgated and implemented by the Ministry of Communications and Transport and the Provisional provisions on the Administration of bidding for Construction and bidding of Highway maintenance projects have brought the management of highway maintenance to the market in a comprehensive and systematic manner. In December 2008, Promulgated by the State Council on the implementation of the price of refined oil and tax reform notice, highway tax reform officially started and implemented. Since January 1, 2009, six road charges, such as road maintenance fee, transportation management fee and passenger and freight surcharge, have been completely abolished, and the fuel tax has replaced the above charges. At the same time, many provinces and cities combined with their different actual conditions, gradually cancel the secondary road tolls, since then, the reform of highway maintenance management system in China has been deepened step by step. As an ordinary manager of highway department, the author finds that the current situation of highway maintenance and management is still not optimistic, the lack of maintenance of highway, the relative lag of management system, and so on. Therefore, the "people-oriented" development concept, the "three services", the organic balance of reform, development and stability are closely related to each other. It is proposed to establish and perfect a new mechanism for the maintenance and operation of trunk roads, which is in line with the economic needs of the existing market and the current situation of our country. Adhering to the above principles and concepts is of great practical significance to the steady, comprehensive and healthy development of our country's highway undertaking. In view of this, this article firstly takes Guangxi trunk highway maintenance and management mechanism as an example, aiming at its management mechanism is divided into five parts to carry on the comprehensive summary and the discussion. First, the first chapter is the introduction, this part mainly introduces the background of this paper, the significance of the research purposes, research methods and domestic and foreign research on highway maintenance management; In the second chapter, based on the new public service theory, the maintenance mechanism of Guangxi trunk highway is described and systematically analyzed. The third chapter analyzes the current operating mechanism and market-oriented situation of Guangxi trunk highway maintenance. Based on the analysis and summary of the previous chapters, the fourth chapter points out the problems to be solved in the reform of Guangxi highway maintenance mechanism from four aspects. Finally, the fifth chapter, combining with the new public service perspective and its own practice and experience in the highway department for many years, put forward a new way to reform the maintenance mechanism of Guangxi trunk highway, hoping to provide reference for the development of Guangxi highway. The purpose of this paper is to actively and effectively promote the deepening reform of highway maintenance operation mechanism by changing the functions of highway management organizations, and gradually establish and perfect the highway maintenance operation mechanism with clear functions, perfect governance, efficient operation and effective supervision. The system of highway maintenance and management which accords with the characteristics of Guangxi is formed, which has priority of basic service, moderate supply level and fair and just service.
