河北省X高速公路收费员流失问题及应对策略研究

【摘要】:从上世纪八十年代末期、九十年代初期开始,中国进入了一个高速公路建设快速发展的时期。随着我国高速公路公路不断迅猛发展,河北省高速公路通车里程也在不断增加,截止到2014年底,河北省的高速公路建设再次取得新成绩,新增通车里程269公里,全省高速公路通车总里程达到5888公里,跃居全国第二位,仅次于广东省。据了解,2015年河北省高速公路计划投资407亿元,新增通车里程350公里,到年底总里程达到6238公里。目前在高速公路营运管理实践中,人力资源管理改革得到了普遍的重视,其中员工的流失问题,特别是一线收费员的流失问题已经成为高速公路领域人力资源管理的重要议题,解决收费员流失问题迫在眉睫。在理论研究方面,高速公路领域人力资源管理的突出问题是如何降低过高的员工流失率,如何留住收费员。但是目前,国内外涉及高速公路行业的收费员流失的理论研究相当少,对这一领域人力资源流失问题的研究还是相对欠缺的。作为河北省高速公路的代表,统计数据显示,河北省X高速公路当前正面临着员工流失问题,特别是一线生产员工的流失问题。过高的员工流失率提高了河北省X高速公路的运营成本,给该单位的运作和财务带来了负面影响,在一定程度上阻碍了单位的正常发展。河北省X高速公路的员工流失问题在河北省高速公路行业具有代表性。因此对高速公路员工流失问题进行研究同时具有实践意义和理论意义。在本文的研究过程中,借鉴了国内外相关理论的经验和实践成果,与河北省X高速公路收费员流失现状相结合,以河北省X高速公路收费员流失的原因及应对策略研究为出发点,采用资料研究法、调查研究法、理论研究法、归纳总结法和系统分析法进行研究,通过研究,提出了造成该单位员工流失问题的原因,并有针对性的提出了应对策略,对于促进我国高速公路防止收费员流失具有一定的借鉴意义。
[Abstract]:Since the late 1980s and early 1990s, China has entered a period of rapid development of highway construction. With the rapid development of highway in our country, the mileage of highway traffic in Hebei Province is also increasing. By the end of 2014, the highway construction in Hebei Province has made new achievements again, with 269 kilometers of new traffic mileage added. The province's expressway total mileage of 5888 km, ranking second in the country, second only to Guangdong Province. It is understood that Hebei Province highway investment of 40.7 billion yuan in 2015, new mileage of 350 km, by the end of the year, the total mileage reached 6238 km. At present, in the practice of expressway operation management, the reform of human resource management has been paid more and more attention. Among them, the problem of staff loss, especially the loss of toll collector, has become an important topic of human resource management in the field of expressway. It is urgent to solve the problem of toll drain. In the theoretical research, the outstanding problems of human resource management in expressway field are how to reduce the high staff turnover rate and how to retain the toll collector. However, at present, there are few theoretical studies on toll drains in expressway industry at home and abroad, and the research on human resources loss in this field is still relatively lacking. As the representative of highway in Hebei Province, statistics show that X Expressway in Hebei Province is facing the problem of staff loss, especially the loss of front-line production staff. The high staff turnover rate increases the operating cost of X Expressway in Hebei Province, brings negative influence to the operation and finance of the unit, and hinders the normal development of the unit to a certain extent. Hebei X Expressway staff loss problem in Hebei Province Expressway industry is representative. Therefore, it is of practical and theoretical significance to study the problem of expressway employee turnover. In the research process of this paper, we draw lessons from the experience and practice of the relevant theories at home and abroad, and combine with the current situation of toll collector loss on X Expressway in Hebei Province. Based on the study of the causes and countermeasures of toll collector loss on X Expressway in Hebei Province, this paper adopts the methods of data research, investigation, theory, induction and summary, and system analysis. This paper puts forward the causes of the staff turnover in this unit, and puts forward the corresponding countermeasures, which is helpful to the prevention of toll collector loss on the expressway in our country.
