A公司船员绩效考核策略研究

【摘要】:近年来世界经济放缓,在生存的压力和市场蕴含的机遇共同驱使作用下,航运市场上的船舶呈现大型化、高科技含量趋势,使得航运业各企业呈细化、专业化经营,在给予国际航线船员丰厚薪酬的同时也赋予了他们更高、更专业的要求。A公司作为山东省属大型国有航运企业旗下专门从事海员劳务的公司,战略目标转为不断扩大船员队伍规模,打造高素质、适应新环境的适任船员队伍。但目前,其在经营管理上对标准的理解和遵循不足,管理方式需要改善;自有船员在质量和数量上不能满足需要,流失率较高。鉴于此,本文对A公司的船员绩效策略进行了研究,以期为A公司规范完善船员绩效考核策略、提升自有船员服务水平和核心竞争力提供一些参考。本文首先梳理了与船员绩效考核有关的基础理论和国内外相关研究情况,为本文的研究提供理论基础和可借鉴的经验。然后本文对A公司的发展历程及现状、现行的绩效考核方法和存在的问题运用上述理论进行了逐一分析,并通过有效性验证明确了A公司具备使用绩效考核提升船员素质的客观条件,而现行的船员绩效考核定位更倾向船东公司或船舶管理公司的策略,与A公司的定位和目标不符,从而得出A公司对船员绩效考核现状的改进方向。紧接着本文立足于A公司为海员劳务公司的性质,对A公司的绩效考核策略进行改进,从指导思想和原则、措施、沟通、兑现等方面进行改善和调整。最后针对A公司船员绩效考核有效实施的保障措施进行了分析和阐述,包括思想上引导,绩效考核制度化、管理人员高素质化、管理监控信息化的保障等,从而促使改进方案在实操时可以顺利实施。
[Abstract]:In recent years, the world economy has slowed down, driven by the pressure of survival and the opportunities contained in the market, ships in the shipping market show a trend of large-scale and high-tech content, which makes the shipping industry enterprises become more detailed and specialized. At the same time, they have also been given higher and more professional requirements. Company A is a company specialized in seafarers' services under large state-owned shipping enterprises in Shandong Province. The strategic goal is to continuously expand the size of the crew, create a high quality, adapt to the new environment of the crew. However, at present, the management methods need to be improved, and the quality and quantity of its own crew can not meet the needs, and the wastage rate is high. In view of this, this paper has carried on the research to the crew performance strategy of A company, in order to provide some reference for A company to standardize and perfect the crew performance appraisal strategy, to enhance the service level and the core competitiveness of the self-owned crew. This paper firstly combs the basic theories related to crew performance appraisal and the research situation at home and abroad, which provides the theoretical basis and experience for the study of this paper. Then, this paper analyzes the development course and present situation of A Company, the current performance appraisal methods and the existing problems by using the above theory. Through validity verification, it is clear that Company A has the objective conditions of using performance appraisal to improve the quality of crew, but the current positioning of crew performance appraisal is more inclined to the strategy of shipowner company or ship management company, which is not consistent with the positioning and goal of company A. Thus, A company to improve the status quo of crew performance evaluation direction. Then, based on the nature of A company as a seafarer labor company, this paper improves the performance appraisal strategy of A company, and improves and adjusts the performance appraisal strategy from the aspects of guiding ideology and principle, measures, communication, fulfillment, and so on. Finally, the paper analyzes and expounds the effective implementation of the guarantee measures for the crew performance appraisal of company A, including ideological guidance, systematization of performance appraisal, high quality of management personnel, guarantee of management monitoring information, and so on. Thus, the improved scheme can be carried out smoothly in practice.
