港口能耗监管能力综合评价及信息化研究

【摘要】:港口作为对外经济的重要窗口,在促进我国经济发展中起到了非常重要的作用。另外,港口作为交通运输系统的重要组成部分,能源消耗所占比例也非常高。在环境问题日益严峻、资源日益匮乏的今天,我们在发展经济的同时也必须关注能源的消耗,坚持走可持续发展道路。降低能源消耗,转变能源消费结构,促进新能源技术的开发成为首要解决的问题。目前,对于港口能耗监管还没有建立一套完善实用的评价指标体系,也还没有完全建立起科学实用的能耗监管综合信息平台。论文概述了港口能耗监管工作的现状,对港口能耗监测的对象及数据采集、港口能耗的计量管理、定额管理、设备管理等方面进行了综合分析,总结了港口能耗统计的相关指标及分析方法;基于港口能耗监管工作的实际需求,构建了港口能耗监管能力评价指标体系,运用层次分析法确定了指标权重,运用模糊综合评判法进行了实例计算。论文最后,针对建立科学实用的能耗监管综合信息平台,以配合全港信息化的推行的问题,对港口能耗监管信息化平台进行了业务、功能及性能方面的需求分析,设计了信息化平台的总体架构、功能结构,结合天津港实例,探讨了平台的开发实现。
[Abstract]:As an important window of foreign economy, port plays a very important role in promoting China's economic development. In addition, port as an important part of transportation system, energy consumption is also very high. With the increasingly serious environmental problems and the increasingly scarce resources, we must pay attention to the energy consumption while developing the economy, and adhere to the road of sustainable development. Reducing energy consumption, changing energy consumption structure and promoting the development of new energy technology are the most important problems to be solved. At present, the port energy consumption supervision has not established a set of perfect and practical evaluation index system, and has not established a scientific and practical comprehensive information platform of energy consumption supervision. This paper summarizes the current situation of port energy consumption supervision and analyzes the object and data collection of port energy consumption monitoring, port energy consumption measurement management, quota management, equipment management and so on. Summarized the port energy consumption statistics related index and the analysis method; Based on the actual demand of port energy consumption supervision, the evaluation index system of port energy consumption supervision ability is constructed, the index weight is determined by AHP, and the example calculation is carried out by using fuzzy comprehensive evaluation method. Finally, aiming at the establishment of a scientific and practical comprehensive information platform for energy consumption supervision, in order to cooperate with the implementation of information technology in Hong Kong, the paper analyzes the business, function and performance of the information platform for port energy consumption supervision. The overall structure and function structure of the information platform are designed, and the development and realization of the platform are discussed with the example of Tianjin Port.
