我国外派海员职业信用管理研究

【摘要】：加强信用建设是政府实施公共管理的重要内容。职业信用作为个人信用体系的重要组成以及个人信用与社会信用体系衔接的关键部分,它的状态水平如何,将直接关系到社会信用体系建设的成效乃至诚信社会建设的进度。本文以个人信用管理理论、职业信用理论、公共管理理论等相关理论为理论基础,对职业信用管理研究情况加以总结,外派海员职业情况、船员职业信用管理尝试和得失加以梳理,总结取得成绩的同时,找出存在问题及不足,分析问题原因,借鉴国内外的相关成功经验,探索解决问题的对策建议。本文的主要研究成果是提出了“由全国性船员服务行业协会具体负责组织实施,海事管理部门、协会的海员外派机构成员及成员单位派出的外派海员共同参与,共同执行协会关于职业信用管理相关制度,依托协会主导建立的外派海员职业信用管理信息平台,实现向外派海员和成员单位长期、动态查询服务”的职业信用管理模式,突出分析了选取社会第三方机构作为实施主体代为承担政府公共管理职能的社会认可度和可行性,形成了符合外派海员职业特点的职业信用记录,对如何有效开展外派海员职业信用管理提出了六项对策建议。本文的研究成果不仅对实施外派海员这一具体职业的职业信用管理具体理论和实践指导意义,同时,也可以被其他行业借鉴和推广,是在我国职业信用管理应用较为缺乏的背景下,一次积极的尝试。
[Abstract]:Strengthening credit construction is an important part of the government's implementation of public management. As an important part of personal credit system and the key part of the connection between personal credit system and social credit system, the level of professional credit will directly affect the construction of social credit system and even the progress of social construction of honesty and credit. Based on the personal credit management theory, professional credit theory, public management theory and other related theories, this paper summarizes the research situation of professional credit management, and sends out seafarers' professional situation. This paper tries to sort out the management of crew professional credit, summarizes the achievements, finds out the existing problems and shortcomings, analyzes the causes of the problems, draws lessons from the relevant successful experiences at home and abroad, and explores the countermeasures and suggestions for solving the problems. The main research results of this paper are as follows: "the national crew service trade association is responsible for the organization and implementation, and the maritime administration department, the members of the seafarers' expatriate organization and the member units of the association jointly participate in the assignment of the seafarers." To jointly implement the relevant system of professional credit management of the Association, relying on the professional credit management information platform led by the Association, to realize the long-term and dynamic inquiry service of seafarers and member units to the outside world "professional credit management mode," This paper emphatically analyzes the social recognition and feasibility of selecting social third-party organizations as the main body to carry out the public administration functions of the government, and forms a professional credit record which accords with the professional characteristics of expatriate seafarers. This paper puts forward six countermeasures and suggestions on how to carry out the professional credit management of seafarers. The research results of this paper can not only guide the theory and practice of professional credit management in the specific profession of overseas seafarers, but also be used for reference and promotion by other industries. It is a positive attempt under the background of the lack of application of professional credit management in our country.
