卢旺达工程建设项目延误的风险因素研究

  公路作为一种交通运输方式,对全世界的社会和经济的发展起着至关重要的作用,卢旺达的公路建设项目面临各种各样的风险因素,造成延误,这些风险因素主要包括:项目建设范围变化、通行权限制、资金不足、项目管理不善、天气条件恶劣、施工和财务风险。项目管理的关键问题是通过分析阻碍项目成功交付的影响因素以减小项目交付风险和不确定性来实现项目按时交付的目标。本文主要深入分析了导致卢旺达公路工程建设项目延误的主要风险因素、对工程项目的影响并提出了相应的缓解措施。采用相对重要性指数(RII)对调查对象的数据进行分析和排序。通过研究发现,资金不足、天气条件恶劣、沟通不畅、范围变更、规格不准确、不完整、缺乏协调、地质条件不可预料、错误返工、承包商财务困难、所需设备短缺是导致项目延迟交付的主要原因;成本超支、时间超支,经济合同纠纷与索赔、项目完全终止及社会负面影响是工程延误对项目的最显著影响;增加沟通和透明度,建立一个协作和综合团队,增加人力和/或设备,密切监督,使用BIM(建筑信息建模)和项目的实际进度安排等措施被列为减小延误风险的主要措施。本文主要通过对卢旺达某延误了3个月的公路工程项目进行案例分析,发现天气条...
