论海洋生态安全屏障建设:理论起源与制度创新

【摘要】：随着海洋生态问题的的凸显,海洋生态治理也引起了各界的广泛关注。近十年以来,海洋生态安全已经逐渐从海洋环境保护向海洋生态安全屏障制度构建转变,起源于极限增长思维和可持续发展理念的海洋排污总量控制制度和海洋生态红线制度也成为现今构建海洋生态安全屏障的重要制度创新。我国已在这两项制度实践中作出初步探索,但要使得两项制度落到实处,有必要从海洋生态安全法律体系、海洋生态安全管理体制完善两个层面展开,并积极完善相关配套制度,以期促进海洋生态文明建设。
[Abstract]:With the prominence of marine ecological problems, marine ecological governance has attracted wide attention from all walks of life. In recent ten years, marine ecological security has gradually changed from marine environmental protection to marine ecological security barrier system. The total quantity control system of marine sewage and the red line system of marine ecology, which originated from the idea of extreme growth and sustainable development, have also become an important institutional innovation in the construction of marine ecological security barrier. Make a preliminary exploration in practice, However, in order to put the two systems into practice, it is necessary to start from two aspects: the legal system of marine ecological security and the perfection of the management system of marine ecological security, and actively improve the relevant supporting systems in order to promote the construction of marine ecological civilization.
