长江经济带生态城市建设评价研究

【摘要】:随着长江经济带开放开发升级为国家战略,且城市社会经济及生态环境问题的日益突出,实现长江经济带生态城市发展建设的紧迫性和必要性也越来越明显,实现融合发展、特色发展、绿色发展和转型发展,是长江经济带沿岸城市在全面深化改革中开拓发展新境界、形成发展新格局的迫切需要。本文在国内外生态城市建设理论研究的基础上,结合了长江经济带生态城市发展的具体状况,从经济发展、社会进步与和谐、生态环境保护三大方面初步构建了评价指标体系,并引入改进的GRNN神经网络模型对指标进行筛选,使其能全面客观的反映长江经济带生态城市建设的真实水平。构建熵权法-集对分析模型,以经济带12个主要城市为研究对象对生态城市建设进行综合评价。根据实证结果对全文进行总结,对长江经济带生态城市的建设发展提出建议。根据实证结果,长江经济带沿岸12个主要城市的生态城市建设水平存在显著的差异。上海当之无愧属于生态城市发展的龙头,不论是经济发展还是生态环境保护方面,其发展程度都相对较高,其次,生态城市建设较好的基本位于长江经济带下游的长三角城市群,而武汉作为东西结合部城市其生态城市建设水平也相对较高。相对落后的属于长沙、南昌、合肥及重庆,这些地区本身在地理位置和自然环境上就存在很大的劣势,加上经济发展水平不高,面对环境问题投入力度不大,故生态城市建设水平也比较滞后。总体而言,虽然经济带生态城市建设发展在整个长江维度上是不均衡的,呈现出下游发展态势良好,中上游发展态势欠佳,但建设水平都呈逐年递增的趋势,在经济发展、社会和谐进步与生态环境保护发展不协调的城市,发现自身与其他城市的发展差距并借鉴其发展模式,提升生态城市建设水平。长江经济带生态城市建设要实现协调稳健发展,需要优化发展空间和布局,增强经济竞争力,坚持以“产-学-研”结合的战略性高新技术产业,注重环境保护可持续。以上海为发展龙头,实现以南京、武汉、成都为中心的“上中下”三大城市群、“东中西”三大经济区域的长江经济带经济社会的整体协调发展规划。着力推进长江经济带下游城市群的一体化发展、治理;提升中游城市群的产业优化升级,以战略高新技术产业、生态环保产业为主导;注重上游城市群,挖掘丰富资源特色、实现合作生态发展,提升整体发展水平。希望未来长江经济带的整体协调发展可以引起更多人的关注,推动我国长江流域经济-社会-自然和谐发展。
[Abstract]:With the opening development and upgrading of the Yangtze River economic belt as a national strategy, and the increasingly prominent problems of urban social economy and ecological environment, the urgency and necessity of realizing the development and construction of the ecological city in the Yangtze economic belt are becoming more and more obvious, so as to realize the integration development. The characteristic development, the green development and the transformation development are the urgent needs for the cities along the Yangtze River economic belt to open up a new realm of development and form a new pattern of development in the process of deepening the reform in an all-round way. Based on the theoretical research of eco-city construction at home and abroad and the specific situation of eco-city development in the Yangtze economic belt, this paper preliminarily constructs an evaluation index system from three aspects: economic development, social progress and harmony, and ecological environment protection. The improved GRNN neural network model is introduced to screen the indexes so that it can reflect the real level of eco-city construction in the Yangtze economic belt comprehensively and objectively. The entropy weight method and set pair analysis model were constructed, and 12 major cities in the economic belt were taken as the research objects for the comprehensive evaluation of ecological city construction. According to the empirical results, the paper summarizes the full text, and puts forward some suggestions for the construction and development of the ecological city in the Yangtze economic belt. According to the empirical results, there are significant differences in the level of eco-city construction in 12 major cities along the Yangtze River Economic Belt. Shanghai is well deserved to be the leader in the development of ecological cities. In terms of economic development and ecological environment protection, Shanghai has a relatively high level of development, followed by, The urban agglomeration of Yangtze River Delta which is located in the lower reaches of the Yangtze River economic belt has a better ecological city construction, while Wuhan, as a combination city of east and west, has a relatively high level of ecological city construction. The relatively backward areas belong to Changsha, Nanchang, Hefei and Chongqing. These areas have a great disadvantage in their geographical location and natural environment. In addition, the level of economic development is not high, and the investment in environmental problems is not great. Therefore, the level of ecological city construction is lagging behind. Overall, although the development of eco-city construction in the economic belt is unbalanced in the whole dimension of the Yangtze River, showing a good development situation in the lower reaches and poor development in the upper and middle reaches, the construction level is increasing year by year, and it is developing in the economy. The cities where the harmonious progress of society and the ecological environment protection are not coordinated find out the development gap between themselves and other cities and draw lessons from their development models to promote the construction level of ecological cities. In order to realize the harmonious and steady development of the ecological city in the Yangtze economic belt, it is necessary to optimize the development space and layout, strengthen the economic competitiveness, adhere to the strategic high-tech industry which combines industry, science and research, and pay attention to the sustainable environmental protection. Take Shanghai as the development leader, realize the whole coordinated development plan of the economy and society of the Yangtze River economic belt with Nanjing, Wuhan and Chengdu as the center and the three economic regions of "east and west" as well as "east and west". To promote the integrated development and governance of the lower reaches of the Yangtze economic belt; to promote the industrial optimization and upgrading of the urban agglomeration in the middle reaches, with strategic high and new technology industries and ecological environmental protection industries as the dominant ones; to pay attention to the upstream urban agglomeration, and to tap the rich characteristics of resources, To achieve cooperative ecological development and improve the overall level of development. It is hoped that the coordinated development of the Yangtze River economic belt in the future will attract more people's attention and promote the harmonious development of economy, society and nature in the Yangtze River basin.
