西安市污水处理厂污泥处理与处置现状调查与后评价研究

【摘要】:本文首先阐述了城市污水处理厂污泥处理与处置后评价工作的背景,然后选定西安市3座已运行的污水处理厂并以其污泥为研究对象,搜集项目可研和环评文件并结合实地调研结果,对比分析污水处理厂的进出水水质水量、污泥产量、污泥处理处置方式以及污泥处理处置费用等方面的预测与实际运营差异,获得城市污水处理厂污泥处理与处置后评价结果,最终达到提高城市污水处理厂项目中从可研环评阶段到运行管理阶段对污泥处理处置的关注和重视。研究结果表明:城市污水处理厂项目的可研和环评阶段普遍存在“重水轻泥”现象,对污泥处理处置的论述均过于简单;虽然能较为准确地预测污泥含水率,但由于影响污泥产量因素过多而且都存在预测的不准确性,导致污泥产量预测值与实际值总是存在差距;同时缺少对污泥处理方式和处置去向经济合理性及技术可行性的论述,特别是对占有污水处理厂运行费用50-70%的污泥处理处置费用只字未提。因此,项目可研和环评阶段埋下了污泥减量化、稳定化、无害化和资源化无法实现的隐患,使得实际运营中污泥处理处置存在资金短缺、操作困难、处置路线不明确等一系列问题。此外,后评价还发现目前污泥处理率低的一个重要原因是污泥处理处置单位职责不明、政府缺乏有效监管体系。
[Abstract]:In this paper, the background of sludge treatment and post-disposal evaluation in municipal wastewater treatment plant is described, and then three existing sewage treatment plants in Xi'an are selected and their sludge is taken as the research object. Collect the research and environmental assessment documents of the project and combine with the results of field investigation, compare and analyze the prediction and actual operation differences of the quality and quantity of the influent and effluent, the output of sludge, the mode of sludge treatment and disposal, and the cost of sludge treatment and disposal of the sewage treatment plant. The post-evaluation results of sludge treatment and disposal in municipal wastewater treatment plant are obtained, and finally, the attention and attention to sludge treatment and disposal in the project of municipal wastewater treatment plant from the stage of environmental assessment to the stage of operation and management is improved. The results show that the phenomenon of "heavy water and light mud" generally exists in the research and environmental assessment stage of municipal wastewater treatment plant project, and the discussion on sludge treatment and disposal is too simple. Although the moisture content of sludge can be predicted more accurately, there is always a gap between the predicted value of sludge yield and the actual value because of too many factors affecting sludge yield and inaccuracy of prediction. At the same time, there is a lack of discussion on the economic rationality and technical feasibility of sludge treatment method and disposal direction, especially the sludge treatment and disposal cost, which accounts for 50% of the operation cost of sewage treatment plant, is not mentioned at all. Therefore, the project research and environmental assessment stage buries the hidden dangers of sludge reduction, stabilization, innocuity and resource utilization, which makes the sludge treatment and disposal in actual operation lack of funds and difficult to operate. A series of problems, such as unclear disposal route, etc. In addition, the post-evaluation also found that one of the important reasons for the low sludge treatment rate is that the responsibilities of sludge treatment and disposal units are unknown and the government lacks an effective supervision system.
