公路工程变更合理定价方法研究

【摘要】：公路工程项目建设规模大、持续时间长,在实施过程中不可避免的会发生工程变更,而如何对变更单价进行合理的确定一直是承发包双方十分关注的热点。《公路工程标准施工招标文件》(2009年版)中规定了变更估价的三条原则,但其只是变更单价确定的指导性原则,实际可操作性差。另外,在合同实际履行过程中,所发生的变更情况比三条原则中叙述的情况复杂得多,仅靠现有的三条原则不能有效的解决工程中发生的实际情况。因此,如何在三条原则指导下,进一步细分变更情形,提出操作性强的变更单价确定方法,是目前迫切需要解决的问题。本文主要针对工程量清单计价模式下公路工程变更单价的合理确定展开研究。首先,从价格形成的源头一价格形成机理角度对变更单价的形成进行分析,详细说明变更单价的形成过程及其组成。其次,根据变更单价的组成分析各组成部分的影响因素,阐述因素对变更单价的影响情况,再运用主成分分析法筛选出相互无关联的影响因素,建立变更单价影响因素指标体系,为后续的研究奠定基础。再次,根据以往学者研究分析变更单价三条原则的适用范围,模拟各影响因素的不同变化情况,细分现有的变更单价确定原则。论述变更单价常见的确定方法,针对细分后的每种变更情况选取合理的变更估价方法,并对变更单价确定方法进行详细说明,把握变更单价合理确定的主要环节。再运用层次分析法对变更单价确定方法进行对比分析,选择出最为符合变更子目发生情况的和承发包双方更易接受的合理的确定方法。最后,通过两个案例对变更项目单价的合理确定进行验证。本文对变更单价合理确定的三条原则进行了详细的划分,针对细分后的具体情况合理选取变更单价确定方法,在传统确定方法的基础上进行修改补充,使其更具有可操作性,有效解决了传统的变更单价确定方法在选取与操作过程中存在的争议问题。本研究弥补了现有方法的不足,为承发包双方合理确定变更单价提供了参考依据。
[Abstract]:Because of the large scale and long duration of highway project construction, engineering changes will inevitably occur in the course of implementation. However, how to reasonably determine the unit price of the change has always been a hot topic that the contracting parties pay close attention to. The bidding documents for the Standard Construction of Highway Engineering (2009 Edition) stipulate three principles for the change of valuation. But it only changes the unit price to determine the guiding principle, the actual operation is poor. In addition, in the actual performance of the contract, the situation of the changes occurred is much more complex than the situation described in the three principles, the existing three principles alone can not effectively solve the actual situation in the project. Therefore, under the guidance of the three principles, how to further subdivide the change situation and put forward the method of determining the unit price with strong operability is an urgent problem to be solved at present. This paper mainly focuses on the reasonable determination of unit price of highway engineering change under the mode of bill of quantities valuation. Firstly, the formation process and composition of the variable unit price are explained in detail by analyzing the formation of the variable unit price from the perspective of the origin of price formation-the formation mechanism of the price. Secondly, according to the composition of the variable unit price, the influence factors of each component are analyzed, and the influence of the factors on the change unit price is expounded, and then the independent influencing factors are screened out by principal component analysis. Set up the index system of influencing factors of changing unit price, and lay the foundation for further research. Thirdly, according to the previous scholars' research and analysis of the scope of application of the three principles of changing unit price, the paper simulates the different changes of each influencing factor, and subdivides the existing principle of determining variable unit price. This paper discusses the common methods of determining the variable unit price, selects the reasonable change valuation method for each change situation after the subdivision, and explains in detail the method of determining the change unit price, so as to grasp the main link of the reasonable determination of the change unit price. Then the analytic hierarchy process (AHP) is used to compare and analyze the method of determining the variable unit price and to select a reasonable method which is most suitable for the occurrence of the change subitems and which is more acceptable to both the contracting parties. Finally, through two cases to verify the reasonable determination of the unit price of the change project. In this paper, the three principles of reasonable determination of variable unit price are divided in detail. According to the specific situation after subdivision, the method of determining change unit price is reasonably selected, which is modified and supplemented on the basis of traditional determination method to make it more operable. It effectively solves the controversial problem in the selection and operation of the traditional method of determining the variable unit price. This study makes up for the deficiency of the existing methods and provides a reference for both parties to reasonably determine the unit price.
