浙中城市群城际公交发展对策研究

【摘要】：城际公交是城市群一体化过程中的“新型产物”,是介于“道路客运”和“城市公交”之间的新型客运方式。浙中城市群是浙江省三大城市群之一,“十三五”开局金华市委市政府提出了“走在前列、共建金华”发展部署,随着浙中城市群之间经济发展和居民出行需求的变化,城际公交一体化迎来了良好的发展时机。本文首先分析浙中城市群城际客运出行特征,并结合既有城际公交线路和城际客运运营管理模式,提出发展城际公交存在的体制机制瓶颈和挑战,在此基础上通过分析城市群空间、产业以及交通发展趋势,提出浙中城市群发展城际公交的必要性和可行性,明确城际公交的发展定位以及发展模式,并结合“十三五”社会经济发展目标,提出近远期城际公交网络构建方案。
[Abstract]:Intercity public transport is a "new product" in the process of integration of urban agglomeration and a new type of passenger transport between "road passenger transport" and "urban public transport". The central Zhejiang urban agglomeration is one of the three major urban agglomerations in Zhejiang Province. At the beginning of the 13th Five-Year Plan, the Jinhua Municipal Committee and the municipal government put forward the development and deployment of "walking in the forefront of building Jinhua", with the changes of economic development and residents' travel demand among the urban agglomerations in the middle of Zhejiang. Intercity bus integration ushered in a good opportunity for development. This paper first analyzes the intercity passenger transport travel characteristics of the central Zhejiang urban agglomeration, and combines the existing intercity bus lines and intercity passenger transport operation management mode, puts forward the bottleneck and challenges of the system mechanism for the development of intercity public transport. On this basis, by analyzing the development trend of urban agglomeration space, industry and transportation, this paper puts forward the necessity and feasibility of developing inter-city public transport in the urban agglomeration in central Zhejiang, and clarifies the development orientation and development mode of inter-city public transport. Combined with the social and economic development goal of the 13th Five-Year Plan, the short-and long-term intercity transit network construction scheme is put forward.
