    After a brief introduction of the background of Crisis Management in modern enterprises,the paper makes a system analysis on enterprise crisis form the view of finance,business process and business environment.Based on these analyses,we build the construction of Crisis Management Systems in modern enterprises,which include Crisis Information Systems,Emergency Decision Systems and Implementation Systems.

    An improved genetic algorithm,evolving algorithm GASA was proposed,in which genetic algorithm was combined with simulated annealing algorithm. It avoided the premature convergence problem existed in Genetic Algorithm by useing Boltamann,and enhanced the global convergence. Genetic operators was redesigned, such as selection operator, cross operator and variation operator,on genetic algorithm. New cross operator and variation operator was proposed, which could dynamically regulate genetic operator according to...

The algorithm was used in the best path problem of emergency decision support system,and it is proved to be reasonable and efficient.

    提出了一种将模拟退火算法和遗传算法相结合的进化算法GASA,利用Boltzmann机制 接收交叉和变异后的个体,避免遗传算法中存在的早熟收敛问题,增强了算法的全局收敛性,并对遗 传算子(选择、交叉、变异算子)进行重构,引入新的交叉算子和变异算子能根据种群的进化情况动态 调整遗传算子,加速进化后期搜索效率。实验表明,将此算法用于应急决策系统的最优路径的求解中 与传统算法相比,能加速进化速度和全局寻优能力,提高应急决策效率。

    It is a hot research issue to study unexpected public emergency events in recent years. Compared with cities, especially megacities, small towns do not receive the due attention. The paper aims to analyze the drawbacks in current emergency management of unexpected public emergency events, and introduce the process of designing and realizing the decision-making system of unexpected public emergency vents, which consists of three major functions including emergency plan, disaster history and law database....

    It is a hot research issue to study unexpected public emergency events in recent years. Compared with cities, especially megacities, small towns do not receive the due attention. The paper aims to analyze the drawbacks in current emergency management of unexpected public emergency events, and introduce the process of designing and realizing the decision-making system of unexpected public emergency vents, which consists of three major functions including emergency plan, disaster history and law database. The emergency flowchart and frame elements of unexpected public incidents are emphatically illustrated and the integration pattern between the decision-making system and emergency management mechanism is analyzed.

    近年来,突发公共事件的应急研究是研究热点,但对小城镇却缺少应有的关注和重视。本文剖析了当前小城镇突发公共事件应急管理存在的弊端,简要介绍了小城镇突发公共事件应急决策系统的设计与实现,包括应急预案、历史灾情库和法律法规库三大功能。着重论述了小城镇突发公共事件应急流程和预案的框架要素,并分析了应急决策系统与小城镇应急管理体制的融合机制问题。
