【摘要】:拥有公共物品属性的水资源是“流域”。流域的资源外部性及其系统整体性等特点要求流域的有关区域应当共同承担环境保护的维护和建设工作。如何正确的衡量水资源各个区域之间的开发、利用与环保投入的关系,建立合理的生态补偿标准问题是流域水资源管理领域的研究焦点。本文基于流域生态补偿的相关理论和水足迹分析方法,分析流域上中下游的生态投入和水资源的耗费情况。通过流域水足迹的计算,确定流域的水资源盈亏,说明流域水资源的生态环境问题,确定流域生态补偿的主、客体和标准,以现有理论知识和文献研究为基础,建立的流域生态补偿标准模型,对流域生态补偿额度进行量化研究,为管理者解决流域间各区域的利益矛盾提供科学的决策依据,实现流域生态和经济的可持续发展。本文主要的内容如下:(1)论文的研究背景、目的和意义以及国内外流域生态补偿的现状。(2)论文阐释流域的生态补偿内涵、理论基础和主、客体、补偿标准以及方式和途径,分析和研究水足迹的内涵及相关理论基础。(3)基于水足迹理论,确定流域水足迹的计算方法,建立基于水足迹的流域生态补偿标准模型,并结合水资源可持续利用的理论,判定流域水资源盈亏情况。(4)以赤水河为例,计算2009-2012年赤水河上中下游的水足迹和水资源利用量,明确各区域间的相互关系;根据环保投入情况,量化生态补偿,提出赤水河流域生态保护的相关对策与建议。(5))根据以上研究得出,流域生态补偿的指标体系的建立不仅可以有效的明确生态补偿的范围,辨识出各地区生态保护投入差异,还能为生态补偿标准的建立奠定基础。应用水足迹理论,将水资源利用和生态服务结合起来,揭示人类活动对水资源的消耗规律,分析人类活动对水资源生态压力的影响,确定流域生态补偿的标准,提高流域上下游之间的生态补偿的认可度和公平性。
[Abstract]:Water resources with the attributes of public goods are "watersheds" The characteristics of resource externality and system integrity of the basin require that the relevant regions of the basin should jointly undertake the maintenance and construction of environmental protection, and how to correctly measure the development of each region of water resources. Based on the theory of watershed ecological compensation and the method of water footprint analysis, it is the focus of research in the field of water resources management to establish a reasonable ecological compensation standard based on the relationship between environmental protection and investment. This paper analyzes the ecological input and the consumption of water resources in the upper, middle and lower reaches of the river basin. Through the calculation of the water footprint of the basin, the profit and loss of the water resources in the basin are determined, and the ecological environment problems of the basin water resources are explained. The main body, object and standard of watershed ecological compensation are determined. Based on the existing theoretical knowledge and literature research, the watershed ecological compensation standard model is established to quantify the amount of watershed ecological compensation. This paper provides scientific decision basis for managers to solve the conflicts of interests among different regions, and realizes the sustainable development of the basin ecology and economy. The main contents of this paper are as follows: 1) the research background of this paper. The purpose and significance and the present situation of watershed ecological compensation at home and abroad. (2) the paper explains the connotation, theoretical basis, subject, object, compensation standard and ways of ecological compensation of watershed. Based on water footprint theory, the calculation method of watershed water footprint is determined, and a watershed ecological compensation standard model based on water footprint is established. Based on the theory of sustainable utilization of water resources, the profit and loss of water resources in river basin is determined. (4) taking the Chishui River as an example, the water footprint and water resources utilization in the upper and lower reaches of Chishui River from 2009 to 2012 are calculated. To clarify the interrelationship among regions; According to the situation of environmental protection, quantitative ecological compensation, put forward the Chishui River Basin ecological protection countermeasures and suggestions. The establishment of watershed ecological compensation index system can not only effectively clarify the scope of ecological compensation, identify the differences of ecological protection input in different regions. It can also lay a foundation for the establishment of ecological compensation standard. Applying the theory of water footprint, combining the utilization of water resources with ecological services, the law of human consumption of water resources can be revealed. This paper analyzes the influence of human activities on the ecological pressure of water resources, determines the standard of ecological compensation in river basin, and improves the recognition and fairness of ecological compensation between upstream and downstream of river basin.
