专家治河的作为与难为——以国民政府黄河水利委员会委员长李仪祉为例

【摘要】：李仪祉是民国时期的著名水利专家,担任过多个水利机构的领导职务,是一位技术官员。任国民政府黄河水利委员会委员长期间,他从科学治黄的立场出发,在黄委会自身建设及领导治黄方面颇有作为,但其在工作中也遇到不少人为障碍,最终饮恨辞职,给后世留下了诸多思考。在黄河水灾频仍的背景下,国民政府实行专家治黄的方针无疑是正确的、必要的,但这种做法有其自身的局限性。治黄不仅是工程技术问题,也是政治和社会问题。专家治黄只为治黄提供了一种方向性选择,如欲成功,还需要解决好水利技术与政治及社会之间的兼容性问题。
[Abstract]:Li Yizhi, a famous water conservancy expert in the Republic of China, held several leading positions in water conservancy institutions and was a technical official. During his tenure as chairman of the Yellow River Water Conservancy Commission of the National Government, he set out from the standpoint of scientific control of the Yellow River and made considerable progress in the construction and leadership of the Yellow River Commission. However, he also encountered many man-made obstacles in his work, and eventually drank and hated to resign. Left behind a lot of thinking for later generations. Under the background of frequent floods of the Yellow River, it is undoubtedly correct and necessary for the National Government to carry out the policy of controlling the Yellow River by experts, but this practice has its own limitations. Harnessing Yellow River is not only an engineering technical problem, but also a political and social problem. Experts only provide a directional choice for the management of yellow. If we want to succeed, we also need to solve the compatibility between water conservancy technology and politics and society.
