【摘要】：针对目前我国政府大力推动制造业实施“机器换人”进行技术改造升级的主流,本文主要研究政府部门对实施“机器换人”的制造业企业进行财政补贴的策略优化问题。首先,在设备供应商内部无竞争的情况下,以最大化设备购买数量和单台套设备平均剩余为补贴目标,采取定比补贴和定额补贴两种补贴方式建立“政府——设备供应商——设备应用企业”序列博弈模型,对政府补贴资金在定额补贴和定比补贴两种补贴方式下的最优分配问题及其使用效率问题进行考察,从而获得两种补贴方式下补贴资金的最优分配方案和补贴方式的相对有效性结果。然后,在设备供应商之间存在竞争且供货质量存在差异的情况下,以最大化设备购买数量为补贴目标,对上述问题进行了进一步的考察和研究。最后,本文还根据两种补贴方式的特点从补贴方式选择、补贴资金分配和补贴力度调整等方面提出了“机器换人”财政补贴策略优化建议。研究表明,无论设备供应商市场是否存在竞争,均可得到相同结论:第一,在定比补贴方式下,政府补贴资金的最优分配方案是将补贴资金全部分配给设备应用企业(制造业企业);在定额补贴方式下,政府部门可以将补贴资金以任一比例在设备供应商和应用企业之间分配,而补贴效果不受影响。第二,在政府补贴资金最优分配方案下,定额补贴方式下的补贴资金使用效率高于定比补贴方式下。
[Abstract]:At present, the government of our country vigorously promotes the implementation of "machine replacement" technology upgrading of the mainstream of the manufacturing industry. This paper mainly studies the policy optimization of government departments' financial subsidy to manufacturing enterprises which implement "machine replacement". First of all, there is no competition among equipment suppliers. The subsidy target is to maximize the amount of equipment purchased and the average surplus of a single set of equipment. The sequential game model of "government-equipment supplier-equipment application enterprise" is established by two kinds of subsidies: fixed ratio subsidy and quota subsidy. This paper investigates the optimal allocation and efficiency of government subsidy funds under two kinds of subsidies: quota subsidy and fixed ratio subsidy. The results of the optimal allocation of subsidy funds and the relative effectiveness of subsidy methods are obtained. Then, in the case of competition between equipment suppliers and the difference in the quality of supply. In order to maximize the purchase of equipment as the subsidy target, the above issues are further investigated and studied. Finally, according to the characteristics of the two types of subsidies, this paper also chooses the subsidy methods. In the aspects of subsidy fund allocation and subsidy intensity adjustment, some suggestions are put forward to optimize the financial subsidy strategy of "machine replacement". The research shows that no matter whether there is competition or not in the equipment supplier market, the same conclusion can be obtained: first. Under the mode of fixed ratio subsidy, the optimal allocation scheme of government subsidy fund is to allocate all the subsidy funds to equipment application enterprises (manufacturing enterprises); Under the mode of quota subsidy, the government can distribute the subsidy funds in any proportion between the equipment suppliers and the application enterprises, and the effect of the subsidy is not affected. Secondly, under the optimal allocation scheme of the government subsidy funds. The use efficiency of subsidy funds under quota subsidy mode is higher than that under fixed ratio subsidy mode.
