【摘要】：我国建设工程电子招投标已有30多年的发展时间,经历了建立、发展和不断完善的过程,电子招投标法律体系初步形成,招标投标市场不断扩大。随着信息化的发展,推进电子化电子招投标是我国建设工程电子招投标领域的发展目标,是技术进步、社会发展的需要,也是与世界接轨的发展要求。目前我国电子化电子招投标相关法律文件以及技术规范已出台,各地陆续开发、应用电子招投标系统平台,电子招投标应用环境日趋成熟,然而与发达国家的电子招投标系统相比较,还存在很大的差距,我国的电子招投标系统还需要不断试用、修订、完善。本论文基于上述背景条件,首先,提出我国电子招投标的研究意义及顺利实施电子招投标需要的条件及其意义。其次,简要概括了电子招投标的应用模式的研究。然后概括目前电子招投标系统,以及存在的问题以及总结了一个利用先进信息技术并适合于国内招标的电子招标应用模式。
[Abstract]:Electronic bidding for construction projects in China has been developed for more than 30 years. It has gone through the process of establishment, development and continuous improvement. The legal system of electronic bidding and bidding has been initially formed, and the bidding market has been continuously expanded. With the development of information technology, it is the development goal in the field of electronic bidding of construction engineering in our country to promote electronic bidding. It is the need of technological progress and social development, and also the requirement of the development in line with the world. At present, the relevant legal documents and technical specifications of electronic bidding and bidding in China have been issued, and various places have been developed one after another. The application environment of electronic bidding and bidding system is becoming more and more mature. However, compared with the electronic bidding system in developed countries, there is still a big gap. The electronic bidding system in our country still needs to be tried, revised and perfected. Based on the above background conditions, this paper firstly puts forward the research significance of electronic bidding in China and the requirements and significance of the successful implementation of electronic bidding. Secondly, the research on the application mode of electronic bidding is briefly summarized. Then it summarizes the current electronic bidding system and the existing problems and summarizes an electronic bidding application model which is suitable for domestic bidding using advanced information technology.
