航天气动院技术创新体系建设模式与实践

【摘要】:科技创新体系建设是技术型企事业主体推动技术创新的重要措施,近年来受到广泛关注和应用。本文针对应用基础研究院所推动技术创新构建技术创新体系面临的问题,从创新管理及技术创新体系构架的基本理论与方法出发,结合研究院转型升级的实际,探索与实践了技术创新体系建设,全面介绍了航天空气动力技术研究院技术创新体系建设的完整实例。提出了多专业多级研发中心协同的系统性技术创新体系方法和包含五大子体系的技术创新体系模型,并创新地将集成产品创新方法、科研活动差异化工时方法等应用到研发管理之中,取得很好的实效。本文在航天科研院所技术创新管理探索与实践中,提出的模型、方法、措施等,经气动院的发展检验,确认为行之有效的。如何推动我国传统科研单位科技发展和可持续发展,应用基础研究类科研院所如何在国企改革,尤其是事业单位转制中,应对重大挑战,本文的创新体系建设的实践可作为一个有一定代表性的案例为之提供一些借鉴与参考。
[Abstract]:The construction of sci-tech innovation system is an important measure for technological enterprises and institutions to promote technological innovation, which has received extensive attention and application in recent years. In view of the problems faced by the institute of applied basic research in constructing the technological innovation system, this paper starts from the basic theories and methods of the innovation management and the framework of the technological innovation system, and combines with the reality of the transformation and upgrading of the research institute. This paper explores and practices the construction of technological innovation system, and introduces a complete example of the construction of technological innovation system of Aerospace aerodynamic Technology Research Institute. The systematic technology innovation system method and the technology innovation system model including five sub-systems are put forward, and the integrated product innovation method is innovatively integrated. The application of differentiated man-hour method to R & D management has achieved good results. In the exploration and practice of technological innovation management in aerospace scientific research institutes, the models, methods and measures put forward in this paper are confirmed to be effective by the development and verification of the pneumatic institute. How to promote the scientific and technological development and sustainable development of traditional scientific research institutions in China, and how to meet the major challenges in the reform of state-owned enterprises, especially in the transformation of institutions, and how to apply basic research institutes to meet the major challenges. The practice of innovation system construction in this paper can be taken as a representative case to provide some reference and reference.
