基于科学的行业的国家间追赶模式研究——以制药业为例

【摘要】：国家间追赶既是一种长期的历史现象,又是学界多年关注的热点问题之一。本文分析了国际上制药业中成功与不成功的"追赶"案例,通过分析成功案例中的相似点,以及不成功案例与成功案例的差异,初步论证了基于科学的行业中的"追赶模式"。它与基于技术的行业中的"追赶"有很大差异,主要是基于科学的行业中的"追赶"依赖于科学与产业的互动作用。研究发现,这种差异至少源于在基于科学的行业,制造能力难以直接提升为产品创新能力,因为产品创新依赖于科学上新的发现;在基于科学的行业的"追赶",需要重视知识创造的追赶。本文的研究对于政府科技政策的调整和国家经济发展的思路皆有一定启示。
[Abstract]:Catching up between countries is not only a long-term historical phenomenon, but also one of the hot issues concerned by scholars for many years. This paper analyzes the successful and unsuccessful "catch-up" cases in the pharmaceutical industry in the world. By analyzing the similarities of the successful cases and the differences between the unsuccessful cases and the successful cases, this paper preliminarily demonstrates the "catch-up mode" in the science-based industry. It is very different from "catching up" in technology-based industries, which mainly depends on the interaction between science and industry. It is found that this difference is at least due to the fact that manufacturing capability is difficult to be directly upgraded to product innovation capability in science-based industries because product innovation depends on new scientific discoveries. In science-based industries, we need to pay attention to the catch-up of knowledge creation. The research of this paper has some enlightenment to the adjustment of government science and technology policy and the train of thought of national economic development.
