县级纪检监察机关加强基层党风廉政建设问题研究

【摘要】：县级纪检监察机关党风廉政建设工作是通过对基层党员干部的科学管理,促进基层党员干部队伍忠诚、干净、担当,是基层党和政府公共管理的主要内容,是建设服务型政府、廉洁型政府、学习型政府的根本保障。县级纪检监察机关党风廉政建设工作通过维护基层党员干部执政秩序,提高基层党员干部为民服务的能力,切实提升党在人民群众心目中形象,促进全社会的和谐稳定乃至长远发展。党的十八大召开以来,党中央高度重视党的建设,特别是在加强党风廉政建设方面,提出了一系列新要求、新目标,尤其是党的群众路线教育实践活动的开展、“三严三实”、反“四风”、强化“四个意识”等的提出,对净化党内执政环境、提高党的执政能力、密切党群干群关系、巩固党的执政地位,特别是维护最广大人民群众的根本利益有着深远的意义。只有从基层入手,加强基层党风廉政建设,才能夯实党的建设基石,使反腐倡廉工作更好地服务于政治、经济、文化、社会、生态文明建设和党的建设。因此,研究县级纪检监察机关加强基层党风廉政建设的问题就显得极为重要。本文通过梳理国内外廉政建设发展的轨迹和党风廉政建设经验,结合G县党风廉政建设实践,对现阶段县级纪检监察机关在党风廉政建设和反腐败工作中存在的事后反腐、高压问责下干部不作为、“四风”问题极易反弹等进行剖析,分析其中存在的腐败亚文化盛行、干部管理体制机制缺陷、权力运行和制约机制以及廉政建设考核体系不健全等原因,从廉政文化建设、廉政制度建设和加大打击力度等方面加强政策设计和完善,特别是提出了塑造领导干部“政治定力”、改革廉政监察体制、建立容错纠错机制、构建廉政建设网络等创新性举措,协调“约束”和“激励”,科学把握“严管”“放活”的内在联系,构建基层党员干部廉洁用权的合理空间,使廉政建设真正成为提高基层政府执政效率的有效保障,为改进县级纪检监察机关党风廉政建设工作提出有益参考。

The proposal of opposing the "four winds" and strengthening the "four consciousness" can purify the ruling environment within the Party, improve the ruling ability of the Party, close the relationship between the cadres and the masses of the Party and the masses, and consolidate the ruling position of the Party. In particular, safeguarding the fundamental interests of the overwhelming majority of the people has far-reaching significance. Only by strengthening the building of a clean and honest party at the grass-roots level can we consolidate the foundation stone of party building and make the work of combating corruption and advocating honesty better serve the political, economic, cultural, social, ecological civilization construction and the party building. Therefore, it is very important to study the problem of strengthening the construction of party style and clean government at the county level. By combing the track of the development of clean government construction at home and abroad and the experience of building a clean and honest party style, combined with the practice of building a clean and honest party style in G County, this paper analyzes the post corruption existing in the party style construction and anti-corruption work of the county discipline inspection and supervision organs at the present stage. Under the high pressure of accountability, cadres do not act, the "four winds" problem is easily rebounded, and so on, and the existence of corruption subculture is prevalent, and the system and mechanism of cadre management are defective. For reasons such as the operation and restriction mechanism of power and the imperfect examination system for building a clean government, we should strengthen the policy design and perfection from the aspects of building a clean government culture, building a clean government system, and stepping up efforts to crack down. In particular, innovative measures such as shaping leading cadres'"political determination", reforming the supervision system of a clean government, establishing a fault-tolerant and error-correcting mechanism, constructing a clean government construction network, and coordinating "restraint" and "encouragement" are put forward. To scientifically grasp the internal relationship of "strict control" and "liberalize", to construct a reasonable space for the party members and cadres at the grass-roots level to use their clean power, and to make the building of a clean and honest government truly become an effective guarantee for improving the ruling efficiency of grass-roots governments.
