服务基层:现代政党转型的必然

【摘要】：正基层党组织是政党的基础与基石。在夺取和巩固政权中,基层党组织团结和带领广大人民群众,发挥了战斗堡垒作用。改革开放以来,面对市场经济的兴起,工业化城市化加速,社会矛盾纷繁,基层党组织发扬了密切联系群众的优良传统,在加强社会管理和治理方面功不可没。党的十八大提出加强基层服务型党组织的建设,是中央在新形势下建设现代政党,实现党的基层党组织转型的重大部署。我们应当从历史的高度认识转型问题的重要性
[Abstract]:The basic Party organization is the foundation and foundation of the party. In seizing and consolidating political power, the grassroots Party organizations United and led the masses of the people and played the role of fighting fortress. Since the reform and opening up, facing the rise of the market economy, the acceleration of industrialization and urbanization, and the numerous social contradictions, the grass-roots party organizations have carried forward the fine tradition of close contact with the masses, and have contributed to the strengthening of social management and governance. The 18th National Congress of the Party put forward to strengthen the construction of the grass-roots service-oriented party organization, which is a great plan for the central government to construct the modern political party under the new situation and to realize the transformation of the party's grass-roots party organization. We should understand the importance of the problem of transition from the perspective of history.
