陕甘宁边区县政建构的伦理取向与道德张力

【摘要】：陕甘宁边区县政制度的建构,涵括着特定时空下的制度伦理意蕴。尽管县政民主是中共建构县政制度伦理的应有之义,但特定条件下的县政民主也有其自身的局限性。于是中共又在大力弘扬县级干部政治道德的基础上,通过道德张力来实现基层社会的变革。历史已然证明,县级干部特别是县长的道德人格和工作风格,就是一种象征和符号,民众就是从承载于县长身上的象征和符号来认识县政伦理取向的。
[Abstract]:The construction of the county administration system in the Shensi-Kansu-Ningsia Border region includes the institutional ethical implications of a specific time and space, although the county government democracy is the proper meaning of the CPC in the construction of the county system ethics. However, the county government democracy under certain conditions also has its own limitations. Therefore, on the basis of vigorously promoting the political morality of cadres at the county level, the Communist Party of China has realized the transformation of grass-roots society through moral tension. History has proved that. The moral personality and working style of county cadres, especially county governors, is a kind of symbol and symbol.
