本文立足于社会主义现代化建设这一宏大的历史背景，，试图通过对制度的伦理价值与制度伦理的探讨，推动伦理学从传统范式向现代范式转变，寻找现代化的道德建设途径。本文第一部分从制度与道德建设的关系角度，从规范整合、个体行为选择、国家权力的监督机制等三个方面论证制度在现代社会的伦理价值即制度是道德建设的社会基础设施。因此，从制度入手改变和完善环境，是现代社会道德建设的务本之举。制度的伦理价值(道德建设的社会基础设施)是以这种制度本身的价值合理性为前提的，这就需要对制度的价值合理性进行伦理论证和道德性考察。本文第二部分较为深入的论述了制度伦理提出的理论和时代背景，制度伦理的基本内涵和主要特征，以及对制度进行伦理评价的标准和基本原则。本文第三部分从制度伦理与制度完善、创新，制度伦理优先于个体伦理这两个方面论述制度伦理研究的必要性和有效性，揭示制度伦理对我国制度建设和道德建设的价值意蕴。
According to socialist modernization construction, this paper will discuss the ethical value of institution and institution ethics, probe modern approach to morality construction and promote ethics from traditional to modern. In the first section of the paper, I will discuss the ethical value of institution in modern society. The institution is very important to regulate the modern society, choose what and how to do, supervise government power. This is to say, the institution is social capital environment of morality construction. Therefore, it is a basic approach to morality construction to change and improve the institution. In the second section of the paper, I will discuss the background of the study of institution ethics, the basic implication and characteristics of institution ethics, the basic standards and principles of evaluating the institution. In the third section of the paper, I will discuss the necessity and effect of institution ethics which is important to improve and create institution and which is prior to individual ethics.
