论城市社区的环境治理与社区警务

【摘要】：随着我国城市的不断发展，作为人类基本生活单元的城市社区也在不断壮大。在这个城市化进程中，不可避免的产生了极为严重的城市社区犯罪问题。严重的城市社区犯罪活动给社区居民的日常生活带来了巨大威胁，也给城市社区的安全问题带来了严峻挑战。社区的犯罪预防体系也随着犯罪预防理论的不断丰富而逐渐得以完善，也从单一的预防活动发展并转变为多样性的犯罪预防活动。通过对环境治理进行预防犯罪的理论与实践在国外可行性经验的指引下在中国悄然升起。它主要是着眼于从犯罪的目标和对象入手，运用社区警务理论加之对环境的治理和设计来改变环境的物理空间结构、布局等，，从而达到犯罪预防的目的。通过环境治理预防犯罪理论是一种操作性很强的新型犯罪预防理论。它致力于对犯罪的事前预防，考虑环境治理与犯罪之间、社区警务和居民之间的关系。在以社区警务为主导力量的前提下，充分发挥社区群众的能动作用，通过对城市社区整体的空间布局、具体建筑物的设计以及社区基础设施的完善等活动，增强社区居住者的领属感与安全感，减少犯罪机会、增加犯罪风险、加大犯罪成本，最终减少并控制犯罪行为的发生，创造出适合人们居住的城市社区环境。经过多年的理论与实证研究，该理论在国外受到很多国家的欢迎与赞许，其研究成果广泛运用于城市社区的规划和建筑物的设计过程中，并取得了显著的效果，在我国的城市社区中也普遍得以应用。文章从我国的城市社区入手，分析城市社区的犯罪特点及其发展趋势，找出城市社区环境治理与预防犯罪之间的关系，并从主客观两大因素出发，挖掘出我国城市化进程中，引发城市社区犯罪的因素。同时结合国外环境设计预防犯罪的理论研究成果，针对我国城市社区的发展特征，提出了在城市社区发展过程中，应以社区警务为导向，充分与社区居民相结合，并通过适当的环境治理，最终提出了符合我国城市社区现实发展的犯罪预防方略。
[Abstract]:With the continuous development of cities in our country, urban communities, as the basic living units of human beings, are also growing. In this process of urbanization. It is inevitable to produce a very serious urban community crime problem. Serious urban community crime activities have brought great threat to the daily life of community residents. It also brings severe challenges to the security of urban communities. The crime prevention system of the community is gradually improved with the enrichment of crime prevention theory. Through the theory and practice of crime prevention of environmental governance, the theory and practice of crime prevention has emerged quietly in China under the guidance of foreign feasible experience. The theory of community policing combined with the management and design of the environment is used to change the physical spatial structure and layout of the environment so as to achieve the purpose of crime prevention. Starting with the urban community of our country, this paper analyzes the crime characteristics and development trend of the urban community, finds out the relationship between environmental governance and crime prevention in the urban community, and starts from two major factors: subjective and objective. At the same time, combined with the theoretical research results of environmental design crime prevention, aiming at the development characteristics of urban communities in China. In the process of urban community development, we should take community policing as the guidance, fully combine with the community residents, and adopt appropriate environmental governance.
