【摘要】：建国以来 ,公安计财装备建设取得了很大的成就 :在全国范围内建立了布局合理、功能完备、符合实战要求的公安技术装备体系 ;确立了符合事权与财权相统一原则的公安经费保障机制建设方向 ;建立了一整套行之有效的公安业务费管理制度 ,进而不断提高了经费管理水平 ;建立了全国公安机关计划财务装备组织机构体系 ,培养了一支有素质、懂业务的计财装备专业队伍 ;初步开展了对公安警务保障理论的研究 ,填补了公安理论研究领域的空白。
[Abstract]:Since the founding of the people's Republic of China, great achievements have been made in the construction of financial equipment for public security: the system of technical equipment of public security has been established in the whole country with reasonable layout, complete function and accord with the requirements of actual combat; It establishes the construction direction of the public security funds guarantee mechanism in conformity with the unity principle of the power of affairs and the financial power, establishes a set of effective management system of the public security business expenses, and improves the level of the funds management continuously. Has established the national public security organ plan financial equipment organization system, has cultivated a professional team of financial equipment with quality and understanding of business, and has preliminarily carried out a study on the theory of public security police security. It fills up the blank in the field of public security theory research.
