建立和完善重大群体性事件源头化解机制的对策和建议

【摘要】：群体性事件是社会变革、体制转型、利益冲突、观念碰撞的时代背景下,产生、蔓延和发展变化的一种社会现象,是各种社会矛盾综合作用的表现形式。因此,建立一套完善的重大群体性事件源头化解机制,应当分为三个层次:第一层次为情报监控机制;第二层次为民怨化解机制;第三层次为矛盾缓和机制。
[Abstract]:The group event is a social phenomenon in the times background of social change, system transformation, conflict of interests and the collision of ideas. It is a manifestation of the comprehensive function of various social contradictions. Therefore, it should be divided into three levels: the first level is the feeling of feeling. The second level is the mechanism of public grievances and the third level is the mechanism of conflict mitigation.
