苏州市城市化过程中外来人口犯罪现状及治理对策研究

【摘要】：城市化的加速催生了庞大的外来人口群体。该群体主要由农民工组成。城市外来人口在为城市经济作出巨大贡献的同时,也带来了众多社会问题。突出表现在二个方面:一是城市环境和公共设施承受过载的压力,引起公共资源紧张。二是城市社会治安问题日趋严重。外来人口犯罪问题作为一个公共问题,已引发了多方面的公众诉求。本文以苏州市在城市化过程中的外来人口犯罪为研究对象,以翔实的数据、刑案资料,采取定性、定量相结合的方法,对苏州十年来城市化过程中外来人口犯罪的形势、特点,犯罪成因进行详细考察、分析。浅析经济发展、城市化、刑事犯罪的共生关系;评价现有以“重控制、轻整合”为特征的治理对策的成效得失;探讨现阶段城市化过程中外来人口犯罪的一般规律性,研究在中国特色的城市化过程中,如何在更深层次上认识外来人口犯罪的成因、指出在加强社会控制的同时,更应重视社会整合在抑制外来人口犯罪,减少社会阵痛,实现社会科学、协调发展中的现实意义,提出改革户籍制度、建立、实施对外来人口教育、劳动保护、社会保障等相关公共政策建议。
[Abstract]:The acceleration of urbanization gave birth to a large group of foreign population. The group is mainly composed of migrant workers. While making great contributions to the urban economy, the urban alien population also brings many social problems. The first one is that the urban environment and public facilities are under the pressure of overload, which causes the public resources to be strained. Second, urban social security problems are becoming more and more serious. As a public problem, the crime of foreign population has aroused many public demands. This paper takes the crime of foreign population in the process of urbanization in Suzhou as the object of study, with full data, criminal data, qualitative and quantitative methods, to the situation and characteristics of crimes committed by foreign population in the urbanization process of Suzhou in the past ten years. The causes of crime are investigated and analyzed in detail. Analyzing the symbiotic relationship between economic development, urbanization and criminal crime; evaluating the success and loss of the existing governance countermeasures characterized by "emphasizing control, neglecting integration"; discussing the general regularity of crimes committed by the foreign population in the process of urbanization at present. In the process of urbanization with Chinese characteristics, how to understand the causes of crime of foreign population on a deeper level is studied. It is pointed out that while strengthening social control, more attention should be paid to social integration in restraining crime of foreign population and reducing social pains. In order to realize the social science and coordinate the practical significance of the development, this paper puts forward some relevant public policy suggestions such as reforming the household registration system, establishing and implementing the education of the foreign population, labor protection, social security and so on.
