改进公安工作绩效研究

【摘要】:为更有效的服务社会、遏制犯罪,公安工作必须与时俱进,不断完善,以达到更高质量、更有社会效益的目的。公共绩效管理是新时期提高政府工作效能的一个重要课题,公安机关作为提供公共安全产品和服务的职能部门,应通过引入绩效管理机制,实现公安工作高效运转,以回应国家和人民日益提升的要求。 本文首先分析了论文研究的背景和意义、国内外相关领域研究现状和趋势,然后系统论述了我国公安体制的特点及管理工作中存在的主要问题。为改进公安工作绩效,本文运用绩效管理理论、定量与定性相结合的技术、比较分析方法等理论联系实际展开论述,并做了如下主要工作: 1.建立了一套公安机关及其业务系统的绩效评估指标体系,并指出公安绩效包括经济、政治、社会三个维度,表明了公安工作应注重公众目标导向。 2.提出了运用绩效管理改进公安管理工作,完善内部考评,实行公众目标导向评议,建立健全激励机制的建议; 3.针对绩效考评和激励方法应用进行了实证分析。 4.为进一步改进公安工作绩效,提出了加强基层基础工作、高效率的机构设置、完善治安防控体系、优化资源配置、廉洁从警的公安队伍建设的若干设想。
[Abstract]:In order to serve the society more effectively and curb crime, the public security work must keep pace with the times and improve constantly in order to achieve the goal of higher quality and more social benefit. Public performance management is an important subject to improve the efficiency of government work in the new period. As a functional department providing public safety products and services, public security organs should introduce performance management mechanism to realize the efficient operation of public security work. In response to the rising demands of the nation and its people. This paper first analyzes the background and significance of the thesis research, the current situation and trend of research in related fields at home and abroad, and then systematically discusses the characteristics of our country's public security system and the main problems existing in the management work. In order to improve the performance of public security work, this paper uses the theory of performance management, the technology of combining quantitative and qualitative analysis, the comparative analysis method and so on. The main work is as follows: 1. This paper sets up a set of performance evaluation index system of public security organ and its business system, and points out that public security performance includes three dimensions: economy, politics and society, which indicates that public security work should pay attention to public goal orientation. 2. Some suggestions are put forward to improve the public security management by using performance management, to perfect the internal evaluation, to carry out the public goal-oriented evaluation, and to establish and improve the incentive mechanism. The application of performance appraisal and incentive methods is analyzed empirically. 4. In order to further improve the performance of public security work, this paper puts forward some tentative ideas of strengthening the basic work at the grass-roots level, setting up highly efficient institutions, perfecting the system of public security prevention and control, optimizing the allocation of resources, and building a clean police force.
